Job Description (Roles and Responsibilities)

The Governance Adviser will provide analysis and advice on politics and governance related issues to inform programming choices and implementation of the British High Commission in Zambia.

The Governance Adviser will be based in the Governance, Political and Human Development Team and will have specific responsibility as Lead Adviser on the Deepening Democracy Programme and on the governance aspect of service delivery.

As the only local Governance Adviser in the office, there will be an expectation to inform broader cross office thinking on context analysis and risk, as well as support work in our Economic Development and Green Growth.

Roles and responsibilities / what will the jobholder be expected to achieve:

  • Provide political and economic analysis to inform British High Commission in Lusaka on diplomatic and programmatic engagement in Zambia through high quality written and verbal briefing.
  • Maintaining and updating political trends tracker and updating Senior Leadership Team and Country Boards.
  • Lead Adviser for British High Commission’s democratic and institutional strengthening programme, with potential to take on leadership role.
  • Provide governance advice on local governance and service delivery (human development) programme(s) focus on analysis and improvement of local accountability and system strengthening.
  • Build and maintain strong networks and relationship with Government and Non-Government Stakeholders including Government of the Republic of Zambia (GRZ) and non-state actors (Civil Society Organisations (CSOs), Faith Based Organisations (FBOs), Private Sector and many others).
  • Foster strong working relations and build UK leadership with other donors and development actors, driving coordination and alignment on areas of common interest.
  • Provide timely and high-quality governance advice to project planning across the office and provide cross-cutting governance input to Social Sector and Economic Growth teams more broadly.
  • Provide advice and lead British High Commission Zambia’s human rights analysis and reporting.
  • Uphold and champion British High Commission’s values by playing an active role in supporting and enhancing British High Commission in Zambia’s working environment and overall performance.
  • Contribute to strengthening British High Commission governance related delivery and results in research, policy, knowledge networks, and programmes.

    Essential qualifications, skills and experience

  • Masters’ degree or relevant professional qualification in relevant discipline such as Political Science and International Development.
  • Experience of managing and delivering governance programmes in at least two of the following areas: accountability and inclusive politics, public sector and service delivery, anti-corruption and illicit finance, security, justice and human rights, inclusive growth and economic development, public financial management and domestic resource mobilization.
  • Detailed and able to pick out the issues that really matter in the governance and political sectors.
  • Self-starter with the initiative and energy to deliver results effectively.
  • Strong track record of delivery in similar roles and have excellent networks in Zambia.
  • Excellent verbal and written communication skills

    Desirable qualifications, skills and experience

  • Experience of working with Government of Zambia
  • Understanding of reform processes and ‘how change happens’
