This scope of work (SOW) sets forth the services to be provided by the Senior Manager, Warehousing to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc. in the implementation of the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project in Nigeria.

Background: The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world.

The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program, and maternal newborn and child health program. GHSC-PSM provides health commodity procurement services and systems-strengthening technical assistance that address all elements of a comprehensive supply chain. All four task orders are implemented in Nigeria.

The Senior Manager, Warehousing, under the leadership of the Director, Warehousing and Distribution, will be responsible for overseeing and managing activities related to warehousing operations for the GHSC-PSM project in Nigeria.

S/he will provide technical oversight to the Warehouse 3PLs across all the vendor-managed warehouses and coordinate the technical oversight efforts of the Project Warehouse Advisors and Associates in the management of the axial and central warehouse operations.

S/he in collaboration with other team members and other departments, will technically coordinate warehousing operations and data management to inform health product supply planning, shipment clearance schedules, shipment receipts, storage, inventory management, and distribution activities, to promote uninterrupted access to health service delivery under the direction of the Director, Warehousing and Distribution or his/her designate.

Principal Duties and Responsibilities (Essential Functions)

  • Provide warehousing technical support to the federal and State government-owned warehouses in which commodities procured by the US government are stored for health programs implemented and managed by Chemonics.
  • Coordinate and ensure the safe receipt, storage, and timely dispatch of commodities (pharmaceuticals, laboratory reagents, and consumables, long-lasting insecticidal treated nets, and other related health commodities) for all health programs/various donors, implemented and managed by Chemonics in line with Good Warehousing Practice (GWP)
  • Develop and implement innovative health products inventory management strategies to guide efficient health product positioning and storage space utilization for optimized warehousing and distribution services.
  • Under the direction of the Director, of Warehousing and Distribution, lead the collaboration with other program and technical departments to ensure maximum utilization of the 3PL-managed warehouse and distribution infrastructures, manage product shelf life and minimize expiry of health products.
  • Support the Director, Warehousing and Distribution in managing subcontracting of warehousing services (EOI, RFQ, selection, contracting, etc.) using service level agreements (SLA)

    Facilitate the conduct of market survey on warehousing costs to benchmark current costs.

    Support the Director, Warehousing and Distribution to develop operational standards for contracted warehousing services and support the advocating and adoption of these standards as being for use in Nigeria.
  • Manage the warehouse 3PL contracts and monitor contracted third-party warehouse service providers’ performance against set key performance indicators (KPIs) Also, undertake audits of warehousing 3PLs, facilities, and services.
  • Responsible for the development of requisite reports including forecasted needs and outputs, monthly warehouse stock reports from all warehousing facilities holding stock for Global Health Supply Chain Program – Procurement and Supply Chain Management (GHSC-PSM) Nigeria project, and 3PL performance scorecards (internal distribution only).
  • Support the Director, Warehousing and Distribution develop, manage, and nurture mutually beneficial relationships between the Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project, Nigeria, government of Nigeria (GON), stakeholders, and respective warehousing 3PLs.
  • Ensure operational and financial efficiencies of warehousing 3PLs and develop their capacity thereby providing a pool of indigenous seasoned warehousing service providers.
  • Liaise with the Total Quality Management and the Continuous Process Improvement Units to monitor, track and report on warehouse-related supply chain operations indicators.
  • Support and provide technical assistance for process improvements and innovations including Reporting Dashboard/Control Tower Initiative, Data Visibility and other improvements and innovations as the need arises.
  • Support the development and delivery of appropriate supply chain presentations and reports on current situations, innovations and supply chain solutions that will promote sustainable systems.
  • Facilitating transfer of skills and knowledge to other staff through mentoring and on-the-job training
  • Supervise the warehousing team to support the achievement of the overall project goals as required to ensure project performance.
  • Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual.
  • Support achievement of the overall project goals as required to ensure project performance.
  • Responsible for the conduct and submission of warehouse stock report analysis and other periodic reports to relevant parties as required by the project and the clients.
  • Contribute to the development of abstracts and learning papers to showcase the project’s supply chain innovations and achievements.
  • Perform other duties as directed by the Director, Warehousing and Distribution.

    Job Qualifications

  • Bachelor’s Degree in Pharmacy is strongly required, master’s degree in Public Health, Supply Chain operations or Business Administration or other equivalent supply chain certifications is required.
  • At least eight (8) years of relevant professional experience in health programs, preferably in a Pharma healthcare supply chain management environment. Private sector experience is an added advantage.
  • Prior experience in Pharma warehouse management operations is strongly desired.
  • At least 4 years of experience leading and coaching a team to deliver project objectives.
  • Ability to work with minimal supervision and lead a high-performing team.
  • Specific experience in HIV/AIDS, TB, Malaria, FP & MNCH programs desired
  • Strong analytical and problem-solving skills
  • Excellent technical writing and oral presentation skills are highly desired.
  • A proven ability to lead and work as part of a team.
  • Ability to use Microsoft tools for projections and planning is highly desired.
  • Ability and willingness to travel in the field
  • Experience working on a USAID, GF or donor-funded project preferred.
  • Fluency in English is required.
