Context:
The Office of Staff Security (OSS) is responsible for providing leadership on security policy management and Country Office operational support to enable effective implementation and delivery of IOM programmes and activities, while managing security risks at acceptable levels.
Under the overall supervision of the Chief of Mission, the direct supervision of the Senior Field Security Officer, the successful candidate will be responsible for providing expert support to enable IOM’s activities in the IOM Somalia Nairobi Support Office with all aspects of security risk management in Nairobi, Kenya.
The successful candidate will be expected to implement appropriate safety and security management procedures that will effectively address issues that could and have an impact on the security of IOM personnel, premises, assets and operational activities.
In coordination with the HoSO and the Senior FSO, the successful candidate will supervise and provide technical support to IOM Somalia activities and Personnel in Kenya.
Specifically, the incumbent will assist in establishing and maintaining an appropriate level of security awareness throughout the Nairobi Support Office and all the associated programmes within the assigned duty station.
The incumbent will be expected to prepare Sub-Office specific training activities, to ensure that security learning/training activities are carried out professionally and within IOM and UNSMS learning/training standards.
The incumbent will be expected to undertake extensive deployments when necessary to assist other IOM Sub-Offices that are located within Somalia
Core Functions / Responsibilities:
Establish and maintain effective working relationships with security officials of other UNSMS organizations, government counterparts and partner security services, country United Nations Department Safety and Security (UNDSS) office and all appropriate Security Focal Points, in order to obtain up-to-date security-related information that is beneficial to the NSO Sub-Office.
In particular, develop and maintain a close working relationship with all UNDSS Country Mission Chief/ Security Advisors while acquiring an in-depth and comprehensive working knowledge of the United Nations Security Management System (UNSMS) that relates to various country (Kenya) security protocols.
Regularly review and monitor compliance on the UN Security Risk Management Measures (SRMM) and Residential Security Measures (RSM). This includes proactive participation in the Security Cell Meetings and providing guidance to the COM/SFSO/HoO on issues raised in the Security Management Team (SMT), ensuring that IOM-specific operational requirements are considered for implementation of security measures and adherence to the UNSMS Policy on Gender Considerations in Security Management.
Maintain an overview and enforce adherence by all IOM personnel to the UNDSS Travel Request Information Process (TRIP), the Movement of Personnel (MOP) procedures and the UN security clearance policy. Monitor that all IOM personnel in the Sub-office have a working knowledge of the UN Security Risk Management Measures (SRMM), Residential Security Measures (RSM), including the approved security contingency plans and procedures.
Provide technical support and assistance to the Heads of Offices (HoOs) in the area of responsibility in order to support their accountability and responsibilities as set-out in the UN “Framework of Accountability” document. Provide analysis on potential threats/risks to IOM personnel, premises, assets and programmes, and follow-up that appropriate safety/security information is disseminated to the relevant IOM personnel.
Develop an in-depth knowledge on the operational use of SCAAN and oversee that the IOM Somalia, Nairobi Support Office is in compliance with the IOM Instruction on SCAAN. In addition, in coordination with the SFSO, follow-up and verify that all IOM personnel have the necessary training on SCAAN.
Conduct regular reviews of existing IOM / UN security documents for IOM premises, and Sub-Office, with the aim of ensuring that they are relevant, practical and are updated.
Report security matters that have a potential or direct impact on operations of IOM and Personnel, immediately to the SFSO, COM, HoO, the OSS Operations Centre in MAC and UNDSS Kenya.
In coordination with the SFSO and /or Ho, conduct preliminary enquiries in respect to any security breaches/incidents in the Sub-Office, working closely with local authorities in efforts to ensure IOM personnel, its assets and interests are protected, and appropriate and corrective measure taken.
Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
Bachelor’s degree in social sciences, Political Science, Law, Security Management, Business Administration, Communications or a related field from an accredited academic institution with five years of relevant professional experience or;
High School Degree with in the above fields with seven years of relevant professional experience.
Experience
Relevant professional experience in security management or security risk management, with minimum two (2) years of field experience in the UN Security Management System.
Experience in managing international security officers and other security staff is required.
Experience in planning and execution of security plans, procedures and measures is required.
Experience of working in crisis/humanitarian response locations in security operations is required.
Successful completion of the UN Security Certification Programme (SCP) is required.
Previous Hostage Incident Management (HIM) Training, SSAFE Training of Trainers, and other UN-certified Training of Trainers is desirable; and,
Previous experience in dealing with law enforcement agencies.
Skills
Proven ability to collaborate with senior government security counterparts and relevant stakeholders.
Proven ability to manage a high degree of rational behavior and decision making at all times irrespective of the gravity of the security environment.
Excellent communication and writing skills and the ability to analyze complex problems, and identify and convey clear, rapid solutions.
Strong general analytical skills, and,
Proven ability to manage and collaborate finance matters.
Languages
For all applicants, fluency in English and Swahili is required (oral and written).
Working knowledge of Somali is an advantage.
