At what point does eye contact become a gawk or stare?

When you gaze at me blinking or unblinkingly. Or keep side glancing at me. Like. Pretending I don’t want you to notice.

It’s different if its a dead stare like into space our out an adjacent window on a transit vehicle… It’s also embarrassing for some of us to make eye contact when we have eye problems.
