Asian Development Bank (ADB) is currently seeking applications from eligible applicants for the post of Associate Secretariat Officer in Manila, Philippines. The duration of this post is 3 years.

Key Jobs Responsibilities
The Associate Secretariat Officer will perform the following functions-
- Guide staff on disclosure procedures, disclosure requirements, and disclosure notes in accordance with the AIP and Operations Manual L3.
- Guide staff on how to use the systems related to disclosure (eServe, ADB disclosure management system [ADMS], disclosure monitoring dashboard, information request tracking system).
- Coordinate with Office of the General Counsel, Strategy, Policy (OGC), and Partnership Department (SPD), Sustainable Development and Climate Change Department (SDCC) on issues that require legal advice and/or involve policy matters.
- Coordinate with Information Technology Department (ITD), SPD, and SDCC on revisions or updates of systems, operations manuals, and staff instructions that involve disclosure.
- Provide capacity building programs for staff on the implementation of the AIP, disclosure requirements, and monitoring.
- Monitor and report disclosure compliance of public documents as required in the AIP. Generate data and coordinate disclosure compliance with department focal points.
Eligibility Criteria
Applicants must have:
- Bachelor’s degree on Business Administration, Communications or related fields; preferably with Master’s degree or equivalent
- At least 6 years relevant experience in corporate communications or related areas; preferably with supervisory experience
- Good understanding of ADB’s Access to Information Policy
- Excellent time management and multitasking skills and ability to work independently with a sense of urgency in completing assigned tasks
- Good research and data analysis skills
- Excellent editing and writing skills, keen attention to detail, and proven ability to identify and succinctly summarize key points
- Excellent oral and written communication skills to interact effectively with all levels of ADB staff and external parties
- Effective report-writing and communication skills in English
- Proficiency in standard ADB software programs with experience in developing web-based material
- Proven track record in interpersonal and coordination skills for communicating effectively with internal and external audience, in a multicultural environment
- Able to work collaboratively with teams as a constructive team member
- Strong diplomatic, interpersonal, and teamwork skills; demonstrated client orientation; sensitized to working in a diverse and multicultural environment
