International Organization for Migration National Information Management Officer Jobs in Kenya
Context:
Since the formation of the Federal Government of Somalia, the country has made significant progress towards restoring peace and security. However, significant destabilizing factors remain. These include most notably, the persistent threat of violent extremist group al-Shabaab, particularly in rural areas; recurrent and unresolved clan, land, and resource-based conflicts; weak and nascent institutions; and the internal displacement of more than 2 million individuals.
While the transition, recovery, and development needs of Somalia, after almost 3 decades of civic conflict and violent extremism remain a long term, if not generational process, such progress will be unachievable in the absence of solid foundations for peace and security, particularly at community levels. Currently, several regions remain at risk of deteriorating into clan-based conflict and falling under the occupation of violent extremist groups, in the absence of consolidated, strategic support for stability.
Since 2016, IOM has been supporting the government to lead, and for communities to drive transition and recovery processes in areas impacted by displacement, conflict, and violent extremism. These programmes, which are implemented through IOM Somalia’s Transition and Recovery Pillar (TRP), are intended to promote peace, security, and stability in fragile and displacement affected areas of Somalia.
Under the overall supervision and management of the Senior Programme Coordinator (Community Stabilization) and the direct supervision of the Programme Officer (Monitoring, Evaluation and Communications). The National Information Management Officer will support the development and dissemination of key learning and communications outcomes. The candidate will also be responsible for streamlining the collection of monitoring figures and narratives, customizing this content to resonate with diverse target audiences.
Core Functions / Responsibilities:
Assist in coordinating the development of communications materials and information products including human interest stories, success stories, information sheets and photobooks for internal and external purposes (donor use) and ensure sharing and dissemination to all relevant channels.
Coordinate Community-Stabilization information collection to maintain consistency and coherence across projects and ensure that information collection processes and the overall information management activities including encoding, storing and transfer of data and analysis is conducted.
Liaise with PSU in regard to the streamlining of Communications approaches and strategies, ensuring that CS is closely binding and supporting the mission’s efforts in regards to increase in visibility, branding and distribution of products.
Participate in strengthening the existing communication strategy across projects for the CS unit. Draft required guidance materials and presentations for the unit. Maintain the CS Communication Matrix up to date.
Keep records of M&E documents, organize them based on the activity related and upload into SharePoint accordingly the data management system and present when required.
Establish an effective system for assessing the validity of monitoring and evaluation data through a review of activities, completed monitoring forms/databases, and a review of aggregate level statistics reported.
Take the lead on external communications exercises undertaken by the unit and coordinate with IOM Somalia Media/Communications unit on internal products to be developed for the Community Stabilization unit.
Assist to collect and present relevant information and support in the project reporting by closely coordinating with project teams and focal persons to assist the program implementation teams provide timely and accurate reports and develop forms that harmonize between field needs and database reporting.
Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience
Experience
Experience in graphic design, information management, M&E or communications, including knowledge of remote implementation.
Experience producing quality Communication and visibility products and reports;
Experience working for an International NGO or UN agency 3;
Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting.
Skills
Knowledge of working in conflict/volatile contexts on community stabilization in Somalia
Knowledge of implementing external and internal communication activities and exercice for community stabilization programming
Excellent and demonstrable analytical, communication and writing skills.
Knowledge in the usage of Adobe full packages and apps (Illustrator, InDesign, Lightroom, Photoshop) as well as knowledge of photographic and videographic skills including editing is an advantage.
Languages
For all applicants, fluency in English and Swahili is required (oral and written). Efficiency in Somali is an advantage.
