This scope of work (SOW) sets forth the services to be provided by the Director, Malaria Program to SAII Associates Ltd/Gte, a Chemonics International Inc. company in the implementation of the USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) in Nigeria.

Background: The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management single award IDIQ contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world. The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program. GHSC-PSM provides health commodity procurement services and systems-strengthening technical assistance that address all elements of a comprehensive supply chain. All four task orders are implemented in Nigeria.

The Director Malaria Program shall work under the direct supervision of the Country Director or her/his designate. Primary responsibility includes planning, organizing, and directing the overall operations of the Malaria Program Team to meet organizational goals and objectives. Actively participates in strategic and budgetary planning and management for assigned areas of responsibility. Provides direction to department personnel to achieve operational and technical objectives including work plan development, implementation, personnel management, healthy work environment, and integration of intra and inter-departmental activities. Serves as the budget holder for all assigned activities in the annual work plan, and coordinates with other technical directors on cost-shared activities across other Task Orders.

Principal Duties and Responsibilities (Essential Functions):

  • Function across all areas of Malaria program implementation

  • Serve as a technical lead for the implementation and administration of malaria logistics, policies, systems, goals, and objectives.

  • Lead coordination between USAID GHSC-PSM, the NMEP/GON, and PMI IPs (PMI for State and Breakthrough Action) to develop and implement supply chain strategies and provide appropriate non-duplicative services that will ensure reliable procurements and distribution of LLINs, essential malaria medicines and related commodities.

  • Lead and coordinate collaboration with all relevant stakeholders, donors, implementing partners and Global Fund Principal and sub recipients to support the Malaria programs.

  • Supervise and regularly provide guidance in the collection of malaria logistics data using appropriate national logistics tools to inform resupplies, quantification, funding and procurement decisions.

  • Provide technical guidance to the Government and partners on product specifications and selection to inform quantification and procurement of Malaria commodities.

  • Provide technical leadership and/or supervise Senior Managers, Managers, Senior Logistics Advisor, Logistics Advisors in the Malaria Logistics System of GHSC-PSM to ensure promptly and timely implementation of workplan in an effective and efficient manner.

  • Support training/mentoring of health facility staff in the use and application of the National Health Logistics Management Information System (NHLMIS) tools for the collection of malaria logistics data.

  • Work with staff and short-term technical assistance (STTA) consultants to provide required TA for activities and facilitate the transfer of skills to appropriate staff within the project and at GON levels.

  • Contribute to identifying best practices and success stories for documentation and dissemination.

  • Perform other duties as assigned by the Country Director or his/her designate.

    Minimum Skills and Qualification

  • Post Graduate degree in public health, logistics management, or equivalent work experience.

  • Minimum of 12 years of professional experience in health programs, preferably malaria logistics.

  • Specific experience in malaria commodities forecasting and supply planning is strongly desired.

  • Strong analytical, problem-solving, and excellent technical writing and oral presentation skills are highly desired.

  • Knowledge of the implementation of the Malaria program across USAID-supported states in Nigeria is desirable

  • Ability to use the Microsoft Office suite packages (Excel, Word, PowerPoint) is a requirement

  • Show a keen interest in learning, turn on-the-job experiences into research articles for Publications or Conference papers, and, mentor Logistics Advisors and Associates.
