Org. Setting and Reporting

This post is located in the United Nations Mission in the Republic of South Sudan (UNMISS) in Juba. Juba is classified as an “E” duty station and a non-family duty station. The incumbent will report to a Senior Political Affairs Officer, and/or the Head of the Political Affairs Division, as required.

Responsibilities

Under the supervision of the Senior Political Affairs Officer, the Political Affairs Officer will be responsible for the following duties: Political Analysis and Advice

  • Monitor, review and analyze political issues, trends and developments as well as related constitutional and legislative developments to support implementation of peace processes in South Sudan;
  • Support development of legislative institutions in South Sudan including enhancing capacity of legislative bodies and related government agencies;
  • Conduct research and analysis, prepare opinions, and prepare advice on diverse substantive and procedural questions relating to the constitution-making process;
  • Monitor and assess the implementation of political strategies in support of mandate Implementation and to advance peace consolidation.
  • Engage with national and regional key actors, interlocutors and counterparts including but not limited to the National Constitutional Review Commission, the National Constitutional Amendment Committee and the Revitalized Joint Monitoring and Evaluation Commission as well as political leaders, government officials and representatives of civil society, faith-based, women, youth, disability and community organizations.

    Reporting and Information Management

  • Prepare analytical papers and reports on sensitive and high profile political and constitutional matters;
  • Draft notes, background papers, talking points, political profiles, speeches and other correspondence;
  • Act as the focal point for collection of information on political, legislative and constitutional developments;
  • Provide up-to-date information on key political, legislative and constitutional developments in South Sudan;
  • Prepare a range of reports and briefing papers including, but not limited to, situation reports, notes to file, briefing notes, options papers, code cables and input to reports of the Secretary-General to the Security Council.

    Planning, Coordination and Facilitation

  • Establish and maintain contacts with other sectors of the UN, international organizations, and the diplomatic community/representatives of member states on coordination and policy matters;
  • Establish and maintain professional relations with senior political leaders and public institutions in South Sudan including the Revitalized Transitional Government of National Unity, the Revitalized Transitional National Legislative Assembly, political parties, relevant government institutions, media, civil society and non-governmental organizations; Management/Administration
  • Contribute to the formulation and implementation of the Section’s programme of work -Support planning and budgetary processes
  • Perform other relevant duties as required.

    Education

  • Advanced university degree (Master’s degree or equivalent degree) in political science, international relations, law, public administration or other related fields.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of seven years of progressively responsible experience in political affairs, diplomacy, peacebuilding, conflict resolution, international relations, law, or related field, is required.
  • Experience in political outreach, facilitation, analysis, advice, and reporting is required.
  • Experience working in international organizations or non-governmental organizations in a conflict or post-conflict setting in Africa is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both written and oral) is required.
