The reforms as required for the implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS), 2018, provides a better opportunity for Revitalized Government of National Unity (RTGoNU) to build the capacity of public institutions and the civil servants skillfully, structurally, systematically, symbiotically, and synthetically.
