World Vision International NGO Project officer FMNR Jobs in Uganda
Purpose of the position:
The Project Officer (PO) will be responsible for project implementation of ‘FMNR’ project which is in northern Uganda. The Project Officer(PO) will be responsible for planning and results-based implementation of activities, reporting, and project Monitoring, Evaluation, Accountability and Learning of ‘FMNR’ project, including attending relevant sector working meetings in the field, coordinating and establishing linkages with relevant key stakeholders.
The Project Officer under the direct supervision of the Project Manager, will ensure that activities are approved, implemented, monitored and reported according to agreed project plans in line with the donor and World Vision Uganda (WVU) policies
Key Outputs/Responsibilities
Project implementation
Oversee the implementation of all components of project (landscape restoration and climate resilient value chain development for improved livelihoods) to ensure the delivery of all the targets with desired outputs
Identify and build capacity of relevant community stakeholders and partners (who support implementation) on the project technical approaches and or model in accordance with the project design and WV policies, including proving technical guidance on field implementation
Ensure that the project activities are effectively implemented on time and within budget.
Work with the community structures (government extension agents, community volunteers/ToTs) to identify technical capacity gaps and challenges for beneficiaries which should inform planning and implementation of project activities
Prepare project updates for periodic review meetings
Generates new ideas and approaches, researches best practices and propose new, more effective ways to improve implementation and the realization of the desired outputs and outcomes
Quality Technical program and projects effectively and efficiently implemented.
Improved livelihood resilience of small-holder farmer HHs for economic empowerment
Stakeholders engagement, networking and collaboration
Establish and maintain good working relationships with the lead organization and other key stakeholders, including government officials, non-government organizations, academia and private sectors
Participate in stakeholder engagements such as planning and development meetings, workshops and Inter-agency coordination platforms or sector working meetings
Organize and conduct review meetings with stakeholders to reflect on progress, impact of interventions, best practices, exit and sustainability strategies as well as create opportunities for action-learning
Facilitate integration of the project with other WV Resilience and Livelihood interventions including government programs and projects
Organizing monthly field planning meetings with community partners to guide effective implementation.
Build strategic linkages, collaborations and networks with partners at the sub county level and coordinate implementation of agreed action plans.
Community/HHs engaging for improved Resilience & Livelihood Services for economic empowerment
Monitoring, documentation and Reporting and learning
Develop internal monitoring and operational plan and monitor project activity implementation of partners including FMNR champions.
Facilitate spot checks of the implemented activities by partners at the field level
Plan, coordinate and organize regularly joint monitoring of the project activities in the field
Timely preparation and submission of required reports, as per the requirements of the donor and WVU.
Ensure all reports are delivered according to high quality standards; Ensure that all project data, information on implementation and financial progress are duly maintained with transparency, efficiency, and effectively in line with donor and WVU rules and regulations
Organize and conduct monthly and/or quarterly review/reflection meetings with project stakeholders and partners
Take lead in documentation and sharing of project Impact/success stories and best practice
Proper documentation and dissemination of success stories and lesson learned for replication of project activities.
Best practices and innovations are well documented and shared for scale up and learning empowerment
Child Protection and Wellbeing
Ensure a strict compliance to WVU child and adult safeguarding management policy at all times
Monitor the wellbeing and child abuse cases and report any incidents in line with child protection policy and guidelines
Work with local leaders to protect children from child violations and abuses.
Sensitize children including most vulnerable, guardians/parents and other stakeholders about children’s rights and responsibilities.
Improved child well being
Gender and Social Inclusion(GESI) sensitivity
Ensure alignment of the project with the donor and WV gender or GESI policy including selection of project participants/beneficiaries
Provide active support to WV/lead partner GESI focal to deliver the results of the project; and Respect the local community’s culture, diversity, norms and values.
Persons with disabilities, children, youth, women and elderly are engaged and actively participate in the project activities.
Qualifications: Education/Knowledge/Technical Skills and Experience
Minimum of a Bachelor’s degree in agriculture or environmental sciences or forestry .
Academic and/or direct programming experience and expertise in at least three of the following thematic areas is required: natural resources; environmental management, climate change mitigation and adaptation; financial inclusion/micro-finance; value chain development; small enterprise development; livelihoods programming
Minimum of 3 years’ experience in field-based project management roles working in natural resources, environment and food security with International NGOs or local government.
Knowledge of relevant technical models such as farmer managed natural regeneration, savings for transformation, local value chain development and local level advocacy Skills, knowledge and understanding on forest policy, environment policy, climate change policy, agriculture policy, agroforestry policy, and other sect oral policies and harmonized them in line with integrated planning and implementation
Demonstrate knowledge and experience in working on policy advocacy, and strong ability to work with local governments, communities, groups, indigenous people
Experience in Programme Designing, Assessments, Monitoring & Evaluation. Acquaintance with donor relations and evidence-based programing
Good interpersonal skills, strong communication skills, both verbal and written.
Proven conceptual & analytical skills, ability to take an evidence-based approach to program design.
Proven facilitation skills and track record demonstrating high integrity, innovativeness, creativity, reliability and dependable
Proactive personality, self-driven and strongly motivated.
Must be a committed Christian, able to stand above denominational diversities. Computer literacy Willing to attend and participate/lead in daily devotions and weekly Chapel services. Perform other duties as required
Effective in written and verbal communication in English and at least a minimum of one commonly used local language
