Organizational Context
This position will report to the Head of Research Assessment and Monitoring. The holder of this position will also support the evaluation components of the country office. This position will ensure that evidence generated from monitoring and evaluation is documented and that the key findings and recommendations inform strategic, operational and programmatic improvements. In liaison with the head of RAM, this position will support the provision of technical support to field offices and the development and updating of M&E tools and guidelines.
Job Purpose
To support the management of outcome, output, process and activity monitoring and M&E reporting for all Country Strategic Plan (CSP) activities, ensuring both data and reports are timely, complete, and of good quality.
Key Accountabilities (not all-inclusive)
Support planning and implementation of monitoring and evaluation activities on effectiveness of all food assistance interventions (e.g. beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.).
Review and give technical feedback on monitoring and evaluation plans for new programmes and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g. checking monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented).
Contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance WFPs ability to demonstrate outcome focussed results.
Produce frequent monitoring and evaluation progress reports with status of results and implementation of improvements.
Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required.
Train national and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of monitoring and evaluation activities in the field.
Work in close collaboration with internal counterparts and external partners to strengthen the data quality, accuracy and consistency to build credible performance evidence.
Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, security risk management and risk mitigation activities.
Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

Standard Minimum Qualifications
Education: University degree in Statistics, Monitoring, and Evaluation, Mathematics, Sociology, Social Development, Development Economics Performance Management or other relevant fields.
Experience: Four (4) years of related work experience in Monitoring and Evaluation with extensive experience in developing monitoring frameworks (log frames, indicators, M&E strategies), data collection tools, facilitating monitoring training and discussions, advanced data analysis and visualization. Additionally, experience in quantitative and qualitative data collection, analysis and reporting including the use of software such as SPSS, STATA, R, NVivo, MAXQDA and/or ATLAS.ti isan added advantage.
Knowledge & Skills:
Ability to analyze and translate M&E numerical data to show WFP’s outcomes and impact against the objectives; ability to explain WFP projects and operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing; General knowledge of UN system policies, rules, regulations, and procedures
Good quantitative and qualitative analysis skills.
Ability to understand the cultural and political environment and to work well with colleagues.
Language: Fluency in English language (both spoken and written).
Desired Experiences for Entry Into the Role
Cultivated sustainable relationships with local NGOs, government authorities, and other implementation partners.
Has research experience using variety of analytical tools and methods for causality analysis, forecasting, and other data modeling needs.
Performed monitoring, evaluations and assessments at multiple field locations.
