Organizational Context

WFP Ethiopia, one of the largest and most complex operations for WFP globally, is implementing its five-year Country Strategic Plan (2020-2025). While the bulk of operations continues to address the immediate short-term needs of refugees, internally displaced persons and other food-insecure and undernourished people, there is a gradual expansion and intensification of resilience and livelihood diversification initiatives at the humanitarian–development–peace nexus. WFP Ethiopia is expected to respond to changing context due to security instability, drought, floods, etc.

With the additional scope, assurance project and optimization ETCO Logistics needs to gear up with all the required expertise, equipment and staffing capacity to ensure the operations are appropriately managed and operational and technical support are provided across the 11 Logistics hubs.

As part of ongoing efforts to improve operational performance and effectiveness of overall logistics operations, continues to strengthen field support function – ensuring the needs of all field logistics hubs are timely addressed in terms of sustainability and optimization.

Under the supervision of the Head of Logistics, the Logistics Officer – Field Support and Asset Management will lead and coordinate the scale-up and operationalization of various efficiency projects tailored for Ethiopia operations and support the logistics team in providing necessary surge capacity and field support to the field logistics offices, as and where required, to ensure an integrated and effective logistics operations.

Key Accountabilities (not all-inclusive)

  • Contribute to the development and implementation of procedures for logistics field operations so that objectives are achieved in compliance with functional strategies, policies, and plans.
  • Lead the scale-up and operationalize of the various logistics projects with the aim to improve operational efficiency and commodity management practices within and outside the WFP warehouse up until distribution to beneficiaries.
  • Lead a dedicated team of logistics staff based in the country office and field offices to implement the projects as per the timeline stipulated in collaboration with procurement, engineering, and programme units.
  • Lead the management of country-wide Supply Chain assets on operational equipment such as Mobile Storage Units, Flospan, Steel Cladded MSU, and prefab offices/accommodations.
  • Conduct field support to Logistics hubs and travel to field offices to provide surge capacity and implement improvement plans.
  • Manage the planning, procurement, mobilization, and tracing of NFIs required for logistics operations and coordinate with Procurement Unit to plan and purchase timely all NFIs required and used in Logistics operations.
  • Implement operational warehouse procedures and normative guidance to manage WFP’s warehouse, handle inventory effectively through corporate systems, and mitigate loss.
  • Liaise with internal and external stakeholders, consolidate preliminary data analysis, and prepare accurate and timely reports to support a WFP-wide view of logistics activities that enables informed decision-making.
  • Manage the planning and implementation of training plan to train various stakeholders and, together with stakeholders, prepare a detailed plan for training and schedule.
  • Prepare budgetary requirements and provide analysis of the cost-effective usage of funds to sustain project lifecycle implementation for dedicated WFP projects.
  • Devise monitoring and post-implementation support strategy to ensure field offices and stakeholders have the necessary support to operationalize the solutions effectively.
  • Define and own the KPIs and performance monitoring plans to keep track of the project performance.
  • Participate in meetings with various stakeholders and WFP Management to present the status updates of the project implementation and prepare minutes as required;
  • Plan, organize, and supervise the work of more junior staff to ensure that tasks are accomplished consistently with organizational requirements.
  • Provide technical assistance to the Last-Mile Solution, Bag Marking Solution, project risk register, challenges, and resolution of operational issues to ensure continuous learning, improving, and scaling up the implementation in coordination with Programme Units in other regions of Ethiopia.
  • At the end of the project implementation, engage in the project management handover to the Supply Chain functional team and prepare a final report to document the project implementation roadmap, experiences, lessons learned, challenges, etc.
  • Act in an assigned emergency response capacity to meet emergency food assistance needs.
  • Lead and strategize the decentralized implementation of asset management protocols, ensuring alignment with organizational goals and standards.
  • Oversee asset management activities across 10 logistics hubs, providing guidance and coordination to ensure efficient and compliant practices.
  • Other as required.

    Deliverables by the End of Assignment

  • Field support provided and business continuation at the field enabled
  • A proper asset management system is implemented

    NFI procurement and monitoring plan implemented and monitored
  • Last Mile project implemented and scaled up across all logistics activities.
  • Bag Marking Project continued and became operational across all logistics hubs;
  • Warehouse Temperature Control is implemented across all MOH health facilities implementing MAM Treatment activities;
  • Responsible Logistics Asset Management Local Process Expert

    Standard Minimum Qualifications

  • Education: Advanced university degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.
  • Experience: At least five (5) years of relevant work experience as a Logistics Officer or similar job in UN organizations, international and/or national NGOs, Government entities, or the private sector with a focus on humanitarian work.

    Knowledge & Skills:

  • Good Understanding of WFP Supply Chain processes, systems, and tools.
  • Knowledge of project management and implementation;
  • Knowledge of commercial or humanitarian transportation sectors.
  • Experience supervising professional staff.
  • Experience working with corporate systems (databases, software).
  • Language: Excellent knowledge of written and spoken English (proficiency/Level C). Knowledge of the local language is an added advantage.
