Request for Proposals: Community Based Organisations in South Africa

The GBVF Response Fund1 is a part of a national response to gender-based violence and femicide (GBVF) in South Africa. The Fund has been set up to galvanize action around the GBVF National Strategic Plan (NSP). Led by an independent Board of Directors, the Fund is a private sector-led initiative that aims to consolidate, ensure a consistent and coordinated approach in response to GBVF in society and the world of work.

The Brief

The GBVF Response Fund announced a request for proposals (RFP) for Community Based Organisations (CBOs) in 2023 which received an overwhelming response from CBOs. The selection process for the 2023 RFP is in the final stages and the results will be announced in the coming weeks.

The current call for applications is meant to ensure sufficient coverage by GBV hotspot, province and specific thematic areas and/or target groups as well as provide resources for capacity development purposes.

It is upon this basis that theGBVF Response Fund is extending an invitation to eligible community

based organizations (CBOs) actively involved in the implementation of initiatives that are aligned to the GBVF NSP. The current Request for Proposals (RFP2) encourages a broad spectrum of CBOs to engage in the ongoing efforts to combat GBVF in alignment with the NSP.

Eligibility Criteria:

Alignment to NSP Pillars as follows:

  • Accountability, coordination and leadership
  • Prevention and rebuilding social cohesion
  • Justice, safety and protection
  • Response, care, support and healing
  • Economic power

    The Fund will continue prioritization of CBOs with an expanded programming focus:

  • Organisations working in rural, peri-urban, informal settlements, under-resourced and marginalised areas;
  • GBV hotposts
  • Scale up with the aim of intensifying GBVF prevention efforts particularly through evidenceinformed and evidence-based interventions.
  • Intersectionality to address multiple forms of violence. For example, addressing the intersections between GBV Against Women and GBV Against Children (VAW/VAC), GBV and disability; GBV and HIV, etc.
  • Intergenerational approaches to break the intergenerational cycle of GBV, intervene early among children and elevate the voices of children, youth, etc.
  • Organizations working with vulnerable and underserved groups such as Persons Living with

    Disabilities, sex workers, LGBTQI+, etc.
  • RFP1 performance against set targets and outcomes.
  • Capacity development including institutional strengthening for CBOs.

    Compliance Requirements:

  • Must be a legally registered in South African as a Non-profit company (NPC) or Trust with CIPC.

    No International organisations will be considered.
  • Have been registered not less than three (3) years before the date of the application.
  • Submission of Company registration documents
  • Valid Tax Clearance Certificate from SARS (Letter of Good Standing for current financial year).
  • Last three (3) years Audited annual financial statements with auditor’s letter (Signed).
  • Bank Account Confirmation letter (Not older than 3 months)
  • Board/Governing members’ as well as senior management identity documents and proof of addresses (with consent).
  • Past performance capacity statements.
  • Submission of organizational capacity statement or profile together with organogram outlining the qualifications for key personnel which will be involved in the implementation of grant, including financial and programme management and implementation of community-based GBVF programmes.
  • Attestation from applicant confirming that the aforementioned documents were prepared, and where necessary, were received from the various applicable legislative authorities and are in

    accordance with the applicable standards and incorporate full and responsible disclosure
  • The Applicant must confirm that consent was given by the authorised person whose personal

    documents were submitted to the GBVF Response Fund 1 – (Resolution from the board)

    Grant Amounts to be Awarded:

    Successful applicants will be awarded grants for a maximum of R800 000 over two years. Where CBOs

    were previously funded, the Fund will determine eligibility for proposals submitted based on RFP1

    performance. Similarly, funding for subsequent year(s) will be conditional based on satisfactory

    performance of the CBOs during the first year of implementation. The metrics to assess performance
