PATH Strategic Information Advisor, PAMO Plus Jobs in Zambia
PATH is seeking a Strategic Information Advisor who will oversee the knowledge management, Research and Learning as well as the monitoring and evaluation team activities for its PAMO Plus project. The Strategic Information Advisor (SI-Advisor) will provide strategic and technical direction to improving data collection, data quality, analysis for evidence-based decision making both in the PAMO Plus project as well as in the National Malaria Elimination Program (NMEP).
Working with a team, The SI-Advisor will be responsible for the development and implement of the Monitoring, evaluation, learning and adaptation plan for the project and overseeing research and M&E field-based activities and documentation. Additionally, S/He will provide technical guidance to design and implement strategy to build capacity of M&E systems to oversee data quality and data use for decision making (including capacity building of M&E staff for the project and Ministry of health Staff at all levels).
The SI- Advisor will routinely monitor implementation and progress toward reaching goals, objectives, and specific activity targets, measure effectiveness of the portfolio, document project success stories and disseminate findings to USAID, National Malaria Elimination Centre, and other stakeholders as necessary. The SI- Advisor will also lead the design, analysis and dissemination of any studies implemented during the course of the project.
Responsibilities:
Develop and implement M&E reporting guidelines and systems designed to inform the direction of the project, including data quality and data use strategies.
Design monitoring and evaluation methodologies and tools to support the implementation of innovations developed in the project.
Develop and implement an adaptive management plan and ensure it is fully implemented throughout the life of the project.
Develop a strategy for ensuring the integration of gender considerations into the work plan and the Performance Results Framework.
Ensure alignment of indicators with the USAID/Zambia Mission’s strategic objectives and intermediate results framework.
Develop strategies to strengthen data analysis and use culture among project staff and MOH staff at all levels for evidence-based decision making
Conduct capacity strengthening trainings / workshops related to data collection, reporting , quality , analysis, dissemination and use
Generate, analyze and interpret data that resonates with key stakeholders and informs progress of the project
Supervise the preparation of project’s periodic progress reports as per USAID requirement , documentation and presentations to various audiences, including project team, partners, donors and other key stakeholders.
Supervises development of project’s workplans and budget ensuring use of evidence-base to guidance activities
Assist in building the evidence base through research, modeling, metrics and program evaluations.
Work collaboratively with resource partner Institutions to decide on research projects to be implemented in the PAMO Plus.
Coordinate and manage research design, implementation, reporting and dissemination of research finding to relevant partner organizations
Develop and implement a sustainable electronic data collection and storage system for the various program activities.
Train project staff on monitoring and evaluation guidelines, survey instruments, data collection tools, and other tools for the project. Work with project staff to build capacity in quality data management.
Ensure timely flow and transmission of data and other reports from the field to headquarters, as well as timely transmission of data and reports to USAID and relevant partners.
Supervise all staff involved in collecting and analyzing data and reporting results.
Performs other duties as assigned
Required Skills and Experience:
Master’s degree in public health, demography, or social sciences with strong data skills.
Minimum of seven (07) years’ experience in monitoring and evaluation research related to a public health program. Working with malaria program is an added benefit
Demonstrated knowledge of monitoring and evaluation methodology, data analysis and plan development.
Demonstrated success in strengthening the knowledge and skills of MOH staff in malaria-related activities
Strong experience in database development and management, and the use of Microsoft Word, Excel and PowerPoint.
Experienced user of a statistical software packages (SPSS, EPI-INFO, STATA, SAS or similar).
Experience in working with Microsoft Access, web-based database programs (PHP, MySQL), DHIS2 and Tableau would be an added advantage.
Strong experience in conducting capacity building trainings using adult learning theory
Previous experience working in the field of malaria prevention, diagnosis, treatment, and control is desirable.
Familiarity and experience working with Ministry of Health, non-governmental organizations and civil society in Zambia.
Project planning, implementation and monitoring and evaluation skills.
Ability to work both independently and with competing deadlines and tasks.
Good interpersonal communication and presentation skills.
Excellent oral and written communication skills in English.
Willingness to work in hard-to-reach areas with frequent travel as necessary.
Knowledge of USAID-funded project reporting and analysis is desired.
