PATH Monitoring and Evaluation Officer- HIV Care and Treatment Jobs in Kenya
PATH Kenya seeks to hire a Monitoring and Evaluation Officer, to be based in Vihiga County for a multi-year USAID-funded award Nuru-Ya-Mtoto project. The main objective of the project is to provide quality HIV preventions services among vulnerable adolescent girls and young women, and quality health and social services for Orphans and Vulnerable Children
The Monitoring and Evaluation officer will be responsible for ensuring the county M&E work plan is implemented. The MEL Officer will report to the M&E Learning Advisor for HIV Care and Treatment Services
Key Responsibilities
Coordinate data collection and reporting of the County program activities (these include program areas like; HTS, ART, TB, VL, PMTCT, EID, KP and VMMC) to ensure completeness and timeliness
Provide technical assistance and orient facility staff on reporting requirements, indicator definitions and use of data capture and aggregation tools
Participate in identifying training needs and capacity building for county health teams, project staff and partners
Ensure that appropriate, data collection tools are available in all supported health facilities and implementing partners and maintain clear, updated tracking record of tools
Collaborate with and build capacity of county and sub-county HRIO to support the standardized implementation of M&E functions including EMR, RDQA, DDIU, CQI and CLA across supported health facilities
Collaborate with M&E associates and CHMT in conducting structured mentorship and OJT to facility staff to reinforce their knowledge and skills on all MEL functions.
Ensure that data is available for entry into KHIS, project and PEPFAR databases on time and according to a data calendar within deadlines
Lead in supporting implementation and trouble-shooting of EMR in Health facilities and KP Dices
Perform data cleaning and field-level error reconciliations (Data Quality checks); jointly with the county and program technical team to ensure that the data in the various reporting platforms such PRISM, KHIS and DATIM is of integrity.
Lead the County routine data quality audits through on-site data verifications (OSDVs)
Support MOH in information system for purposes of collection, analysis, and synthesis of monitoring data in respective sites
Be the link between County Health Record Information Officer and Nuru Ya Mtoto County Team
Foster strong partnerships with other PEPFAR implementing mechanisms to facilitate bidirectional access to data for integrated services such as PMTCT/OVC

Required Training and Work Experience
Minimum, a degree in Health Records, public health, biostatistics, epidemiology, computer science, social science or related field with training in M&E
Minimum of 5 years relevant professional experience in M&E in HIV/AIDS programs, especially Care and Treatment
Experience in supporting the implementation of EMR in Health facilities and KP Dice
Relevant experience in information technology, M&E, and data management and quality improvement systems.
Experience in documenting program work and best practices through scientific writing
Good working knowledge of DATIM and other PEPFAR data reporting systems
Familiar with various HIS platforms to include KHIS, DATIM, CPMIS, KenyaEMR
Proficiency in statistical analysis software including MS Excel, STATA, SAS
Proficiency in data visualization software such as GIS, Tableau, and PowerBI
Proficiency in mobile data collection tools such as ODK, CSPro, Kobo
