Job Overview/Summary

The Regional Case Processing Coordinator (RCPC) will support a U.S. government-funded pilot project establishing a new complementary labor-based pathway for refugees residing in select locations in East Africa to the United States. The RCPC ensures high standards of general refugee referrals, screening and vetting, and casework services on behalf of refugee applicants to the Welcome Corps at Work (WCW) labor mobility program through leadership, supervision, casework management, and quality control.

The primary responsibilities of the Regional Processing Officer are to develop and coordinate regional recruitment efforts, train and support protection officers on the ground, coordinate and complete accurate and timely referrals of successful candidates and develop and implement a post-recruitment case management process casework collaborating with Talent Beyond Boundaries (TBB) and other partners.

Major Responsibilities:

• Work collaboratively with TBB to develop and implement a hybrid identification and outreach plan to refer eligible refugee candidates to TBB’s Talent Catalogue and prepare them to navigate the job interview/placement process.

• Collaborate and coordinate with IRC colleagues in various countries, time zones, and cultural contexts.

• Provide timely updates on operations and results in written and verbal form

• Develop and oversee the post-recruitment case management process, including case counselling, enrolment in language training programs and job-specific training, and referrals to USRAP.

• Coordinate regional recruitment efforts and provide training and technical assistance to staff in each local office or refugee camp to do direct candidate outreach and post-recruitment case management.

• Support in the development and facilitation of supplemental cultural orientation resources for refugees resettled through labor pathways on topics such as what to expect from an employer, what to do if a work relationship suffers a breakdown, how to maintain relationships with private sponsors and employers, etc.

• Maintain an understanding of and provide training on how to use TBB’s Talent Catalogue to both enter client data and review case progress through the casework software.

• Oversee accurate, timely, and error-free referrals of successful candidates to external processing systems.

• Maintain knowledge of background information relevant to specific caseloads in the pipelines of the areas of remit.

• Coordinate between departments and program supervisors to ensure efficient and professional delivery of services.

• Be responsible for quality control and program compliance in case file documentation in internal and external databases.

• Maintain an understanding of, and ensure all work is in adherence to, current

Welcome Corps and IRC policy.

• Other duties as assigned by supervisor. This can include but is not limited to occasional pre-screening interviews and related follow-up with refugee applicants and could involve group or independent travel to the field.

Job Requirements:

Education:

• University degree in any field or equivalent, relevant job experience

Work Experience:

• At least four years of relevant professional experience and previous management experience preferred

• Resettlement processing or refugee protection experience preferred

• Previous work in a multicultural environment is advantageous.

• Experience with the US Resettlement Program is advantageous.

Demonstrated Skills and Competencies:

• Advanced attention to detail and utmost levels of professionalism surrounding the protection and security of sensitive client data.

• Ability to do advanced quality check on cases applying Talent Catalogue CRM reports and filters.

• Must be both team and detail oriented, flexible and able to work in a fast-paced, multi-cultural environment.

• Ability to multitask, work effectively under deadlines and handle repetitive work.

• Strong communication skills with a demonstrated ability to professionally interact with partners, beneficiaries, and interpreters.

• Excellent report writing skills; ability to produce grammatically accurate reports.

• When required, ability to assist in providing vital mentorship and support to co-workers.

• High level of professionalism while carrying duties per the SOPs (ie. integrity and confidentiality).

• Ability to perform interviews and data collection through good listening and analytical skills.

• Willingness and ability to travel to and work in remote locations such as refugee camps.

Language and Computer Skills:

• Excellent verbal and written English language skills; French language a plus but not required.

• Computer Literacy – high level of competence in MS Office i.e. Word, Excel, and PowerPoint, Outlook.

• Confirmed advanced data entry skills with utmost accuracy, attention to detail, and self-checking abilities.

• Ability to type 40 words per minute.
