Org. Setting and Reporting

This position is located in the Life Support Services Section within the United Nations Support Office in Somalia (UNSOS), based in Mogadishu. The Supply Officer reports directly to the Chief, General Supply Unit.

Responsibilities

Within delegated authority, the Supply Officer, will be responsible for the following duties:

  • Develops, reviews, monitors, assesses and manages technical contracts for the provision of supplies and support services including Ration and Catering.
  • Plans and prepares cost estimates/budget implications and long-term forecasts of organization’s requirements for supply support and services.
  • Assists in developing Supply contracts and associated services, including the preparation of statements of work (SOW)/specifications, technical evaluations, and presentation of cases to the Local Committee on Contracts (LCC)/Headquarters Committee on Contracts (HCC).
  • Ensures that routine Quality Control (QC) and Quality Assurance (QA) of items and equipment are in place to validate the contractual terms and conditions.
  • Provide expert technical advice on technical documents and overall policies, procedures and guidelines pertinent to the mission’s generals supply activities, taking into account quality management and risk management best practices.
  • Performs/coordinates duties related to asset and material management including daily notifications in UMOJA for issuance of inventory in close coordination with the Central/Integrated Warehouses.
  • Extract and prepare Power BI reports in UMOJA.
  • Create shopping carts/ LVA’s for goods and services.
  • Ensures that accurate and complete accounting systems and reporting mechanisms are functioning and that all relevant records are maintained.
  • Initiates and oversees periodic reviews of policies, practices and directives to ensure best practices in supply issues, standards and procedures.
  • Monitor and analyze contract performance to ensure compliance with contract terms, schedules and cost objectives.
  • Liaises with the Mission Contract Management Unit/Compliance Management Section in the resolution of contractual implementation disputes.
  • Analyzes problems, audit and performance reports on mission activities and provides remedial action programs where required.
  • Implement the Unit’s work program; supervises, trains and monitors performance indicators for staff.
  • May provide guidance to or supervise new/junior staff.
  • Perform other related work as required.

    Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, public administration, supply chain management, law, engineering or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of five (5) years of progressively responsible experience in supply services, supply chain management, logistics, engineering, property management or related area is required.
  • Experience in managing supply chain management support services (including rations and catering services ) in international operations in a post conflict environment is desirable.
  • Experience working in an international environment or a UN entity, in a supervisory position directly related to furnishing all types of supplies, equipment, material, and services to field missions is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
