International Organization for Migration Project Officer (Camp Coordination and Camp Management) – Bentiu Jobs in South Sudan
Context:
IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development.
Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services.
Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.
IOM also chairs the Communication and Community Engagement Working Group (CCEWG) in the country, tasked with operationalizing collective Accountability to Affected Populations (AAP) mechanisms.
Formerly a Protection of Civilians (PoC) site, the Bentiu IDP camp has since transitioned to an IDP camp – with a relevant government entity responsible for Camp Administration – while IOM CCCM continues to provide CCCM interventions and activities as the designated Camp Management Agency (CMA).
Under the overall supervision of the Emergency Response Coordinator, administrative supervision of the Head of Bentiu Sub-Office, and the direct supervision of the Programme Coordinator (Camp Coordination and Camp Management (CCCM)), the Project Officer (Camp Coordination and Camp Management (CCCM)) will be responsible and accountable for overseeing and contributing to the implementation, monitoring and development of IOM’s CCCM interventions in the Bentiu IDP camp in South Sudan.
The overall aim is to raise the living standards while in the camp and to enable IDPs to equitably access timely humanitarian services and enjoy their basic human rights, while proactively advocate for displacement solutions.
Core Functions / Responsibilities:
Oversee, provide support and assistance for the timely implementation of the various components of CCCM programming.
Contribute to the integration of the Sudan crisis affected population arriving in the Bentiu IDP camp in CCCM programming.
Coordinate the CCCM operations within the site, including community-led disaster mitigation measures, dead body management and relocation exercises.
Provide support for the site governance and community participation/mobilization mechanisms within the site, with emphasis on women’s decision-making, on persons with specific needs (such as the elderly and persons with disabilities), youth and minority groups.
Contribute and support site care and maintenance (C&M) efforts in coordination with the C&M team, including site planning, site development as well as site maintenance.
Provide clarifications of roles and responsibilities among stakeholders in the site, for maintenance of site infrastructure with a focus on sustainability and community/local government ownership, while placing a special emphasis on advocating for durable solutions and implementing the prospective solutions in the Bentiu IDP Camp context (in coordination with the Durable Solutions Unit).
Promote accountability of humanitarian actors towards the site population through the implementation of appropriate Communication with Communities (CwC) interventions and the utilization of multiple communication channels and methods (site committees, notice boards, broadcasts, complaints and feedback desks).
Mainstream protection and conflict sensitivity in operations.
Provide support for the information management system in the site, including the collection and the supply of data and the transparent sharing of information. In coordination with DTM unit, update the population data to ensure new arrivals are registered.
Promote resilience and empowerment in the site, while participating in discussions on transitional and durable solutions with all stakeholders, including the IDP community and local authorities.
Maintain appropriate, timely and effective coordination mechanisms with other IOM units as well as partner organizations working in assigned areas of operation, including within the Bentiu IDP site, Bentiu and Rubkona towns, as well as Rotriak and Panakuach (Sudan Crisis). This will require appropriate coordination with key humanitarian and peace stakeholders, including but not limited to the United Nations Mission in South Sudan (UNMISS), Shelter/Non-Food Items partners, Health, WASH as well as Protection partners.
Follow up on logistical and administrative arrangements, cooperate with national authorities, provide information and assist with arrangements required for the recruitment of project staff, and ensure that donor reporting information and schedules are available.
Monitor specific aspects of project implementation, identify problems and propose action to expedite the delivery of inputs. Analyze progress and implementation reports, identify, and document significant project events, decisions, problems or deviations.
Contribute to the development of new projects by selecting and summarizing background information, assessing the local context for the planning and administration of individual projects, and drafting of project proposals.
Assist the Programme/Project Managers in monitoring, assessing and evaluation project/programme activities, and in planning new features that add value to the project’s overall goals.
Work with experts, consultants and other project participants to ensure that logistical arrangements and internal procedures for monitoring and reporting are well understood and implemented.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
Master’s degree in Social Sciences, Law, Development, Public Health or related field from an accredited academic institution with two years of relevant professional experience; or,
University degree in the above fields with four years of relevant professional experience.
Experience
Experience in Camp Management and/or Protection;
Experience working in camp-like settings and working with displaced communities;
Experience in community engagement and AAP;
Experience in mainstreaming operationalization of humanitarian interventions geared towards sustainability and empowerment;
Experience in M&E and report writing;
Experience in consolidating information from multiple sources; and,
Experience with basic presentation software, e.g., Microsoft PowerPoint and Excel.
Skills
In-depth knowledge of the displacement profile of the country;
Analytical skills, including data collection from various sources and in-depth analysis;
Leadership and adaptability skills;
Knowledge of the activated coordination systems in South Sudan;
In-depth knowledge of relevant protection frameworks and protection mainstreaming; and,
Strong editing and drafting skills.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French, Spanish and/or local language is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
