Overall Objective

To conduct the Burden of disease (BOD) and cost per DALY (disability-adjusted life year) averted surveys, contributing to determining cost effectiveness, suitability, and relevance of the health interventions among the target populations.

Specific Objectives

  • To Determine community perception on effectiveness of health interventions among the IDP population in Bentiu on priority disease (s) burden, within the last one year.
  • To collect and systematically review literature, data available at IOM, partner data, stratified by age sex, for each BOMA, Payam to determine the disease burden and effects to the community based on prevalence levels.
  • To aggregate data, information gathered to determine BOD and cost per Daly averted and provide recommendations.

    Main Tasks related to the job.

  • Develop the survey protocol (methodology, questionnaires, KI tools, and guidelines) at the time of application.
  • Incorporate feedback and present the protocol to IOM, partners/stakeholders including MOH.
  • Develop survey implementation Plan and timeline.
  • Oversee each stage of the survey/assessment process and ensure that the protocols and standards are followed, more specifically during, literature review, training, and field supervision visits.
  • Provide technical and managerial support to the direct implementation of the survey/assessment.
  • Recruit and train enumerators and necessary staffs for the survey/assessment.
  • Conduct Desk data, literature review, Visit relevant Stakeholders (MOH/MOH) for data collection.
  • Conduct the Key Informant Interview with Key stakeholders.
  • Provide progress reports on survey/assessment activities to the IOM MHU office on a monthly basis.
  • Ensure that survey/assessment data are entered and analyzed timely.
  • Share preliminary report for comments by IOM Juba and RO, before submitting the final report.
  • Ensure that all survey/assessment related documents and deliverables (questionnaires, manuals, expert reports, final report, datasets, etc.) are properly archived throughout the survey process.
  • Ensure that lessons learned, problems, and good practices are documented throughout the survey/assessment process and rapidly shared with the IOM Programme Coordinator through all means available.
  • Perform such other duties as may be assigned.

    Tangible and measurable output of the work assignment

  • Survey/assessment protocol at the time of application
  • Weekly written progress update of activities to IOM.
  • Weekly compiled data Preliminary survey/assessment report and presentation to IOM Juba and regional office for comment.
  • PPT presentation of findings to HC, IOM and other relevant forums Final report.
  • Soft and/or hard copy of raw data.

    Realistic delivery dates and details as to how the work must be delivered:

  • Share survey/assessment protocol, including draft questionnaires as part of the recruitment process
  • Finalize questionnaire, translate, and back translate and field test questionnaire -within two weeks of start date
  • Conduct survey and finalize data collection at all sites- within 6 weeks of the start date
  • Data cleaning and first draft report submission- within 8 weeks of start date
  • Presentation of findings to stake holders and final report submission afterwards- within 8 weeks of start date
  • Presentation of survey findings to different clusters and stakeholders and submit final report- within 12 weeks of start date.
  • Performance indicators for evaluation of results (value of services rendered in relation to their cost).
  • Communicate regularly with the IOM MHU Programme Coordinator, responding to all survey/assessment related issues in a timely manner.
  • Protocol developed and field tested- 20%
  • Conduct survey and finalize data collection at all sites- 40%
  • Data cleaning and first preliminary report submission- 15%
  • Presentation to stake holders and final report submission=25%

    Qualifications and Competencies

    Education:

  • University degree in Social Sciences, Public health, Demography, Statistics, Epidemiology, or any other related technical field from an accredited academic institution is required. Master’s in health economics, Medical statistics Desired.

    Experience

  • Over 5 years’ proven experience-undertaking Health Program evaluations, analysis, and reporting.
  • Strong computer skills and strong expertise in statistical analyses (familiarity with data processing and data analysis software.
  • Training experience and ability to organize and facilitate training and presentation.
  • Experience in data analysis and survey report writing.
  • Excellent communication and interpersonal skills.
  • Familiarity and previous experience of working in South-Sudan and/or in the region is highly desirable .
  • Ability and willingness to travel to Bentiu – Rubkona
