Context:

The International Organization for Migration (IOM) is the UN Migration Agency. Established in 1951 and now active in over 400 field locations worldwide, IOM works with partners, government, and civil society to assist in meeting the operational challenges of migration and mobility, advance understanding of migration issues, encourage social and economic development through migration; and upholding the human dignity and well-being of migrants (including Internally Displaced Persons, refugees, asylum seekers), and other mobile populations.

Under the overall supervision of the Regional Director for East and Horn of Africa (EHOA) and direct supervision of the Senior Regional Migrant Response Plan Coordinator for the Horn of Africa and Yemen, and in close coordination with coordinators of MRP working groups, relevant Regional Thematic Specialists, Regional Programme Managers at the Regional Office for East and Horn of Africa in Nairobi, and the Emergency Response Unit in the Department of Operations and Emergencies in Headquarters, the Regional Migrant Response Plan (MRP) Reporting Officer will coordinate and supervise the overall information management of the MRP framework and programmes, including reporting and the annual planning process.

The Regional Migrant Response Plan (MRP) Reporting Officer will also assist the MRP Programme Manager with programme reporting and coordination of projects funded under the MRP, including linkages to other programmes, mapping synergies across all relevant projects within IOM and with partners, at both regional and country levels.

They will also support the MRP working groups and relevant Regional Thematic Specialists in coordination tasks, including the development of regional concept notes, proposals, and reports linked to the MRP.

Core Functions / Responsibilities:

MRP Reporting & Programme Management

  • Coordinate and support data collection, data management, data analysis, reporting and information exchange activities with MRP partners in relation to the lifecycle of the annual response plans.
  • Provide technical support and guidance for the development of tools and the coordination with partners to collate and analyze mixed migration and vulnerability data that supports evidence-based planning.
  • In close collaboration with partners, assist in establishing data collection mechanisms, and tools to regularly collect data and implement quality control measures for monitoring and reporting on the MRP achievements in terms of programme outputs and funding received from the donors in line with the monitoring framework.
  • Facilitate the training of MRP partners on the data tools, including assisting with the development of materials and presentations for the training, and maintain a client-oriented attitude for resolving technical issues and providing user support.
  • In close collaboration with the MRP coordinator, IOM Country MRP focal points and partners, facilitate and coordinate the publishing of situation reports on MRP activities as well as other relevant and appropriate visibility and information products/materials on a regular basis.
  • Assist in consolidating country-based information for the MRP framework and projects to facilitate consistency and coherence across countries in the region, and maintain an overview of data collection processes and the overall data management activities including encoding, storing, and transferring data as well as processing and support in the analysis of the collected data and information.
  • Support MRP briefings and information sharing through timely collection and compilation of information.
  • Participate in partner consultations and information fora to support the development of various indicators and data standards that inform the MRP and measure the achievements of multi-year response strategy and annual response plans of the MRP framework.
  • Work closely with the MRP coordinator to conduct data reviews and analysis using relevant statistical methods for preparing synthesized analysis and data visualization, including maps, charts and illustrations, to support the strategic planning.
  • Assist the MRP coordinator in facilitating interagency relationships and opportunities for cooperation at the country-level and at regional level.
  • Provide information management support to the joint/harmonized needs assessments with MRP partners.
  • Assist the MRP Coordinator, the MRP Programme Manager, and the M&E Officer with reporting activities for MRP projects, including project development, budgeting, monitoring and evaluation, and reporting of projects in PRIMA.
  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree in Social and Political Sciences, Communications, Information Management, Computer Science or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

    Experience

  • Experience working in an emergency context, in a coordination and project management function.
  • Experience working in the region or continent with UN or International Non-Governmental Organizations.
  • A minimum of two (2) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, project management, budget management, or related area is required.
  • Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) is required.
  • Experience in Information Management, emergency humanitarian operations; management and coordination of information flows, data management including collection, storing, processing, and analysing data to generate information products.
  • Experience in mixed migration analyses, root causes and drivers is required.
  • Experience with handling confidential data.
  • Experience in advanced data visualization and information design skills.

    Skills

  • Proven skills to analyse statistical information;
  • Ability to formulate IM-related technical requirements and Operating Procedures;
  • Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa;
  • Ability to compile and holistically analyse diverse datasets;
  • Demonstrated teambuilding and information management skills;
  • Demonstrated understanding of different data collection methodologies;
  • Knowledge and understanding of relational data theory;
  • Good knowledge of the programme management cycle;
  • Advanced project development and report writing skills, including for developing results matrices and log frames and critical analysis;
  • Computer skills and knowledge of relational databases, Microsoft applications spreadsheets, word processing, etc. is essential;
  • High computer literacy; familiarity with standard word processing, spreadsheet, publishing, internet research, and e-mail communication;
  • Personal commitment, flexibility, efficiency, and drive for results; ability to perform research and make effective decisions under time pressure;
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
  • Ability to work with a wide cross-section of research partners: Government, NGOs, communities, academic institutions, media, and international donors;
  • Excellent writing and communication skills;
  • Ability and proven track record to prepare and present clear and concise reports in English;
  • Advanced analytical and creative thinking skills; and,
  • Excellent coordination and negotiation skills.

    Languages

  • IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
  • For this position, fluency in English is required (oral and written). Working knowledge of Arabic and French is highly desirable.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
