Job Description:
The SPIR II/RFSA Lead Community Facilitators (LCFs) will lead and supervise all program activities planned and implemented by Community Facilitators (CFs) at target Kebeles. The post holder ensures major activities including community mobilization, training and other events in the targeted Kebeles or Clusters of Kebeles are timely implemented with high quality standard.
Lead Community Facilitators will work with Woreda and Zone level SPIR II Officers to make sure Community Facilitators capture and document accurate and relevant community development information for planning, implementation, monitoring and reporting. LCFs is responsible to compile and organize information received from Community Facilities in a professional manner and make ready for use by SPIR II officers and woreda leadership.
Major Responsibilities
Implementation and Reporting
Lead and supervise all program activities planned and implemented by Community Facilitators (CFs) at target Kebeles.
Ensure major activities including community mobilization, training and other events in the targeted Kebeles or Clusters of Kebeles are timely implemented with high quality standard.
Guides CFs to facilitate the establishment of VESA and other livelihood groups with agreeable internal regulation for better promotion of livelihood and other project activities. Supervise CFs on the facilitation of regular VESA discussions.
Ensure that project participants are identified and selected in a participatory manner and full acknowledgement of the whole community.
Ensure Livelihood recovery interventions are implemented as per the approved plan and standards, in integration and complimentary way with other technical sectors for maximum impact.
Follow & supervise kebele level demonstration and awareness creation sessions to promote agricultural technologies/ practices, nutrition, health, gender, and NRM through community mobilization participatory tools.
Provide facilitative support on community level technical assessments and studies to inform program design and development.
Ensure Livelihood recovery interventions are implemented as per the approved plan and standards, in integration and complimentary way with other technical sectors for maximum impact.
Make sure SPIR II activities from all Purposes (health & nutrition, livelihood, NRM, CCA, DRR, Institutional Strengthening and food commodity support) are well integrated to enhance efficiency and bring significant impact to the lives of target communities.
Ensure that kebele level regular review meeting and discussions are facilitated as per the schedule.
Conduct regular participatory monitoring visits to project operational kebeles and prepare and submit monitoring/field visit report to immediate supervisor.
Collecting reports from CFs and organizing to send to concerned body monthly, quarterly and annually.
Technical Support, Supervision & team management
Provide technical support to CFs in managing the day-to-day operations in their respective kebeles and conduct regular (monthly/quarterly) review meetings with CFs.
Identify challenges CFs face in partnering with Kebele Food Security Taskforce (KFSTF), DAs and Kebele Administration for timely resolution.
Support CFs to Prepare annual action plan, breaking down into quarters and months and follow its implementation.
Conduct supportive field supervision/visits to targeted kebeles, provide filed visit feedbacks to CFs and follow the implementation of the feedbacks given.
Make sure that Community Facilitators have developed a well-organized plan of activities to facilitate community meetings, Community Action Plan (CAP) preparation, mobilize target beneficiaries for PWs and food commodity receipt
Manage CF performance as per WV P&C Policy
Capacity Building, Collaboration & Partnership
Partner with Kebele level Food Security Task Forces (FSTFs), Kebele Administration and Development Agents for beneficiary targeting, screening, grievance redressing and promoting community participation in Public Works (PWs).
Liaise and collaborate with relevant kebele level agriculture DAs and other relevant stakeholders, financial service providers, and other key stakeholders
Make sure Community Facilitators capture and document accurate and relevant community development information for planning, implementation, monitoring and reporting.
Identify potential capacity building needs of CFs, partners, and organize/ facilitate trainings on relevant livelihood related topics.
Documentation, Promoting Learning and Dissemination of good practices
Guide CFs to engage in generation, documentation, and targeting PSNP-5 beneficiaries and fully engage on re-targeting process, document learnings and best practices.
Collect & organize all reporting tools of livelihood activities and document in appropriate manner
Facilitate learning and promotion of best practices among CFs
Promote major cross cutting themes including environment, gender, protection, disability, peace building and Christian commitment in to Agriculture sector and related programming
Promote and share innovative ideas for improvement of livelihood activities implementation.
Knowledge/ Qualifications for the Role
Required Professional Experience
2-4 years’ experience related to community capacity development, development facilitation at grassroots, partnership and/or accountability. Experience on food security, development know the context of the local community and experience working in rural development. Knowledge and close understanding on PSNP-5 program components.
Required Education, training, license, registration, and certification
BA/BSc degree in Agriculture, Rural Development, Agricultural Economics, Development Study, Sociology or other related fields.
Knowledge of local language (Afan Oromoo) is advantageous Computer literacy (Ms Word and Excel) Motorbike license is very important Communication skill, good human relations, willingness to reside in rural areas at kebele level; Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, conceptual understanding of participatory approach and sustainable development. Technical trainings required: Exposed to different technical trainings on the subject area (Food Security, Livelihood, VC, IGA, business development, Marketing, Financial literacy etc) Report writing skills as per the donors and other stakeholders’ requirements Practical experience in planning, implementation, and management of projects related to livelihoods/economic diversification is required.

Preferred Knowledge and Qualifications
Knowledge and understanding of GoE Ethiopia PSNP, and agriculture related policy and programs of the country
Practical experience on supporting planning and implementation of livelihood recovery projects in conflict affected areas is preferred.
Knowledge and exposure of working on governments PSNP program, resilience building,
Experience on using market system development, and private sectors.
Strong and demonstrated experience on rural development program.
Travel and/or Work Environment Requirement: Frequent field travel
Language Requirements: Local language knowledge is necessary.
