Duties

The Public Health Specialist (Surveillance) is the HIV/AIDS survey and surveillance portfolio manager. Job holder is the key public health advisor responsible for providing technical expertise and assistance to the South African National Department of Health (NDoH) and other participating partners in the design, implementation and strengthening of routine disease surveillance systems and the conduct of large, complex surveys designed to measure HIV prevalence and other indicators of importance to evaluating the impact of HIV control programs.

The major focus of the position is the development, implementation and monitoring of HIV/AIDS epidemiologic studies, operational research and targeted evaluation projects in South Africa.

The job-holder’s responsibilities include day-to-day program and administrative management, and coordination and collaboration with other PEPFAR agencies to ensure that project implementation addresses program strategic objectives and internationally recognized public health standards and best practices.

Job holder reports directly to the Epidemiology and Strategic Information (ESI) Branch Chief. Position directly supervises a Senior Public Health Specialist (FSN 12), a mid-level Public Health Specialist (FSN 11), a Biostatistician (FSN 11) and up to two fellows.

Qualifications and Evaluations

Experience:

  • A minimum of five years of progressively responsible work experience in epidemiology and/or public health programs, including a minimum of 3years experience in HIV/AIDS which includes analysis of epidemiologic data and/or research studies.
  • Past experience will demonstrate the job holder’s ability to consult and collaborate effectively with all levels both within and outside the agency.
  • One additional year of experience at the managerial level is required.

    Education Requirements:

  • Doctoral level (terminal) degree (Doctor of Public Health (DrPH), Doctor of Medicine (MD) or host country equivalent degree in medicine, public health, public health policy, epidemiology, demography, or behavioral science is required.

    Job Knowledge

  • Detailed knowledge of the host government health care system and structures including familiarity with Department of Health policies, program priorities and regulations is required.
  • Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities is required.
  • Good working knowledge of overall administrative requirements in development and support of grants, contracts, memoranda of understanding and cooperative agreements is required.

    Language:

  • Fluent in speaking/reading/writing of English is required, may include the ability to translate. This may be tested.

    Skills and Abilities

  • Strong analytical skills to readily understand and discuss new surveillance program design, management, and implementation approaches are required.
  • Excellent oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners and to prepare substantive and analytical reporting.
  • Strong management skills are required to operate independently with limited direct supervision of day-to-day activities and to lead results-driven project teams and workgroups.
  • Excellent overall computer skills (keyboarding with both speed and accuracy) and advanced skill levels in use of at least one of the more common epidemiologic data analysis software (EPINFO, STATA, SAS, R, or SPSS) is required.
