What we are looking for

The role of the MEL Manager is to lead the strategic direction and quality assurance of monitoring, evaluation, and learning in the country office (CO). The MEL Manager should design and implement a strategy, SOPs, and budget for MEL which ensures the CO is meeting and exceeding MEL minimum standards. Plan for and generate the evidence and learning required to feed into programme and strategic decision making.

As a functional manager this role is part of a technical matrix structure and required to work collaboratively with both the technical and the operational management structures at country and area offices. The MEL manager role has technical accountability to the regional MEL function and will incorporate regional objects and directions in the country planning.

Key objectives for this role include:

  • Line management responsibilities for directly reporting staff. This includes the performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement. Furthermore, responsible for key processes as workforce planning, recruitment, staff induction, staff development and Duty of Care.
  • Responsible for providing technical MEL support, guidelines, and training across the CO, and share knowledge with MEL staff to ensure that they meet NRC’s MEL’s standards and requirements. Also contribute to the induction of new staff with training in NRC MEL processes.
  • Responsible to develop the CO monitoring, evaluation and learning strategy, responding to contextual challenges but also ensuring alignment with the regional strategy and global MEL framework, policy, and strategy.
  • Lead the processes and design of country office and programme level monitoring, evaluation and learning systems, ensuring the learning is integrated, accurate and relevant.
  • Develop CO specific MEL SOPs responding to contextual challenges, according to NRC’s MEL minimum standards ensuring necessary resources.

    Specific Responsibilities:

  • Work with the Programme Unit and area field teams to support their design of theories of change, MEL tools, and indicator profiles. Work with the area offices to develop their M&E plans.
  • Develop and/or participate in development of guidance and frameworks for CO procedures, policies and processes that assist in institutionalizing and supporting MEL in the country operation.
  • Participate in the Country Strategy to ensure MEL remains a high priority in the country programme, with support to the Specialists with the use of monitoring and evaluation results in the programme workshops.
  • Develop/Review MEL Plan, logical framework, Indicator Performance Tracking Table (IPTT), Performance Indicator Reference Sheets (PIRS), Monitoring Plan, Data Management Plan, Data Quality Assurance Plan, Staffing Plan and Evaluation Plan.
  • Lead on the selection, definition, target-setting, and monitoring of indicators that measure the project’ key outputs and outcomes.

    Professional competencies

    These skills, knowledge and experience are important for effective performance.

  • At least 3-5 years of demonstrated management experience in design, implementation, and oversight of monitoring, evaluation, and research for large to mid-scale international projects or programmes.
  • Advanced degree in economics, research methods, social sciences or a related field.
  • Technical competency and prior experience implementing various programme evaluation methodologies and approaches.
  • Excellent analytic, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing, and facilitation skills.
  • Advanced experience in qualitative and quantitative data analysis and tools.
  • Experience within supporting MEL for one of NRC’s core competencies is an asset.
  • Knowledge about own leadership skills/profile.
  • Knowledge of context in South Sudan is a comparative advantage.
