Background:
Founded in 2001 as a coalition of Israeli organizations working in disaster relief and international development, IsraAID has grown into an independent NGO and the largest humanitarian aid organization in Israel.

Our mission is to support people affected by humanitarian crises. We partner with local communities around the world to provide urgent aid, assist in recovery, and reduce the risk of future disasters.
Purpose:
The primary objective of this consultancy is to engage a qualified and duly registered tax professional to provide tax advice to IsraAID Uganda office. The consultant will be responsible for conducting a thorough review of the documents, identify discrepancies, advise the IsraAID Uganda office, consult with URA, and implement corrective measures to rectify any anomalies in the tax filing.
Tasks & Responsibilities:
Conduct a detailed analysis of the relevant organization’s documents related to the tax dues for 2017, identify the tax liability and determine the approach to curing the inaccuracies.
Proactively engage with URA to discuss identified discrepancies and seek clarification on applicable tax regulations and advise the office accordingly.
Establish open communication channels with URA to facilitate a collaborative resolution process.
Propose and implement corrective measures to cure any filing anomalies.
Develop a plan for submitting the revised tax filings and documentation to URA in compliance with local tax regulations.
Provide recommendations to the office of available legal avenues to avoid high taxation.
Maintain comprehensive documentation of the resolution process, including communications with URA, revised filings, and supporting documents.
Provide regular progress reports to the client, detailing steps taken, challenges encountered, and resolutions.
To provide a final report of the undertaking and include recommendations to the country office to avoid future tax liabilities.
Minimum Qualification and Experience:
The consultant should possess the following qualifications and experience:
Be a registered and practicing tax consultant licensed to practice in Uganda.
In-depth knowledge of Ugandan tax laws and regulations with at least 3 years practicing experience.
Proven experience in resolving tax discrepancies and filing rectifications with URA.
Excellent communication and negotiation skills.
Previous experience working with government tax authorities is preferred.

Price Proposal (indicating day rates for any additional work);

Proposal Evaluation:
When examining, evaluating and comparing offers, the committee shall consider the following criteria:
Price as well as non-price factors, which include costs (35%)
Portfolio, experience in humanitarian settings & functional characteristics (35%)
Vendor’s performance record and the vendor’s presence in the local market (30%)
