Uganda National Bureau of Standards Manager Legal Metrology Jobs in Uganda
Reporting to the Deputy Executive Director- Compliance, the Manager Legal Metrology will mainly develop and implement strategies for assuring and enforcing accuracy and reliability of measurements where measured values affect health, safety, environment and transparency of trade transactions in line with UNBS mission and mandate.
Key Duties and Responsibilities:
Develop and review systems, policies, procedures and legal instruments for Legal Metrology in accordance with the applicable laws and UNBS policies and procedures.
Develop and implement a performance management plan for the department activities, fraud control plans and undertake corrective actions to address under performance.
Provide leadership, technical support and review staff performance to ensure that targets are achieved as scheduled.
Prepare monthly, quarterly and annual reports on activities of the department and progress on
implementation of work plans
Develop procedures and guidelines on how to handle customer complaints and queries related to
trade verification requirements.
Research, identify and introduce potential new business opportunities and vet and recommend the
approval of authorized service providers.
Provide technical advisory information to traders and other UNBS stakeholders about the need
for accuracy and reliability in trade.
Develop and implement a strategic plan for the department and prepare an annual budget and work plan for the Department based on the Strategic Plan and available resources in enforcement of standards.
Prepare and submit periodic reports by collecting, analyzing and summarizing information and trends in line with UNBS policies and procedures.
Qualifications, Skills and Experience:
Masters degree in physics or engineering field (electrical, electronics, mechanical from a recognised University/Institute).
Honours degree in physics or engineering field (electrical, electronics, mechanical or any other
related field from a recognised University/Institute).
At least Nine (9) years’ experience, five (5) years of which are at a senior Officer level in a reputable organization
Certificate in Investigations and prosecution is an added advantage
Training in a Management field is an added advantage
Membership of a recognized professional body relevant to UNBS Mandate is an added advantage
Computer literacy skills i.e. proficiency in MS Word, Excel, PowerPoint, and the Internet
applications among others.
Highly dynamic, analytical and innovative with keen attention to detail, clear strategic focus/orientation as well as demonstrable capacity to manipulate, interpret and/or translate functional data into useful Management information and also to develop innovative strategies for
UNBS
Proven people leadership and functional management competencies with hands-on skills in Risk Management and internal controls functional areas
High moral and ethical standards; proven integrity, professionalism, competence and/or potential
Good planning, monitoring and evaluation skills
Strong Communication, negotiating, presentation and interpersonal skills
Age: Between 35 and 50 years
