Duties

Incumbent serves as Public Health Specialist – Key Populations/HIV Care and Treatment (KP/HCT), organizing, implementing, coordinating and supervising HIV/AIDS activities of various programs addressing key populations (commercial/transactional male/female sex workers, men who have sex with men (MSM), injecting drug users and others) conducted in collaboration with the Ministry of Health (MOH) and implementing partners.

Incumbent provides technical assistance, implementation guidance and technical support to implementing partner staff members, including district-level health officials, facility-level hospital directors, etc. funded though cooperative agreements to accomplish these functions.

Incumbent must have a thorough knowledge of a combination of HIV prevention and treatment interventions, including behavioral interventions for key populations, and the ability to adapt select methodologies to ensure that program objectives are met. Incumbent ensures appropriate service delivery packages for key populations are offered and delivered in a standardized and high-quality way. Job holder reports to the Public Health Specialist (Key Populations) Team Lead.

Qualifications and Evaluations

Experience:

Minimum of five (5) years of senior level public health experience in HIV/AIDS prevention and behavioral related programs, including tow (2) years of program management experience that involve coordination with an international agency or implementing partner is required.

Education Requirements:

Master’s (MPH, MSHP, MSW) Degree or host country equivalent, in public health, behavioral science, health education, medicine, nursing, health policy, or public administration is required.

Evaluations:

Language:

Fluency in reading/speaking/writing of English is required. (This will be tested).

Skills and Abilities:

Ability to analyze, understand and discuss new program design, management and implementation approaches is required.

Strong analytical and data interpretation skills are required.

Skill in providing leadership, direction, and technical expertise in the management and evaluation of public health programs.

This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports.

Must be able to compose complex written documents.

Ability to lead project teams and workgroups strong and oral communication are required.

The incumbent will be expected to exercise considerable ingenuity in applying guidelines to unique and different settings, as the work is highly complex and can be threatening to stakeholders.

Incumbent must have advanced computer skills with experience/training for word processing, basic statistical analysis and spreadsheets.

Numerical skills for budget oversight and data analysis (to be able to collect, read, and analyze programmatic data) are required.
