Duties and Responsibilities
Duties and responsibilitieswill entail:-
Preparing draft quarterly expenditure forecasts;
Initiating proposals seeking funds;
Monitoring expenditure and reporting observed trends;
Preparing monthly, quarterly and annual expenditure reports;
Preparing financialwork-plans;
Preparingmonthly, quarterly and annual exchequer remittance reports;
Maintaining exchequer control ledgers;
Providing administrative support services to the County Assembly Committee responsible for oversight and supervision of County Assembly Special Funds;
Maintaining primary books of accounts and records for County Assembly Special Funds;
Preparing reports and proposals on performance of County Assembly Special Funds;
Drafting audit responses for the CountyAssembly Special Funds;
Preparing Financial Statements for County Assembly Special Funds; and
Monitoring the implementation of procurement plans and reporting on the status.
Requirements for Appointment
For appointment to this grade, an officer must have:-
Served in the grade of Finance Officer II for a minimum period of three (3) years;
Bachelor’s degree in any of the following disciplines:- Commerce (Accounting/Finance option), Finance, Economics, Business Administration (Accounting/Finance option), Business Management(Accounting/Finance option), or any other equivalent and relevant qualification from a recognizedinstitution;
PartI,II,III ofthe CertifiedPublicAccountants (CPA-K) Examination.
Membership with Institute of Public Accountants (ICPAK) Kenya.
Certificate in a Supervisory Skills lasting not less than two (2) weeks from a recognized institution;
Proficiency in computer applications; and
Demonstrated merit and ability in work performance.
