Org. Setting and Reporting

This position is located in the United Nations Mission in South Sudan (UNMISS) Juba, in the Office of the Deputy Special Representative of the Secretary-General/Political (DSRSG/P). Juba is classified in the “E” category and as a non-family duty station. The Political Affairs Officer will report to the Senior Advisor and Head of Office of the DSRSG/P.

Responsibilities

Under the overall supervision of the DSRSG/P and direct supervision of the Senior Advisor and Head of Office of the DSRSG/P, and within the limits of delegated authority, the Political Affairs Officer will be responsible for performing the following duties:

  • Identify, analyze, monitor and report on key political developments, trends, and emerging issues in South Sudan respect to the implementation of UNMISS mandate, 3-year strategic vision (2021-24) and the Political Pillar strategic priorities.
  • Prepare summary and analytical reports including, but not limited to, situation reports, progress reports on implementation of the peace process, briefing notes, note to files of DSRSGP meetings, options papers, code cables, and input for the reports of the Secretary-General to the Security Council and other related thematic reports emanating from the Political Pillar.
  • Supports the DSRSGP in preparations for official meetings, events, and high-level visits, including through the provision of Secretariat services and by drafting talking points, briefing notes, note to files and speeches.
  • Develops and maintains collaborative relationships with mission components, UNCT including through support to implementation action points from inter-agency engagements such as the monthly R-ARCSS inter-agency meeting, monthly meetings with UNDP and meetings of the various UNMISS-UNDP co-chaired working groups on climate change, elections, support to parliament, transitional justice, and rule of law, amongst others.
  • Serve as the front office focal point for collection of information and analysis on electoral, legislative, and constitutional developments in South Sudan in close collaboration with political and electoral affairs division.
  • Engage with Mission components, South Sudanese interlocutors, and counterparts in the context of the constitutional review process, elections support and coordinate, as appropriate, activities related to outreach and as well support preparations for official meetings, events and visits, including through the provision of Secretariat services and by drafting talking points and speeches for senior UN officials.
  • Serve as the front office focal point on compiling information and analysis on the impact of regional political dynamics on South Sudan.
  • Assists in formulating, implementing, and reporting on the Political Pillar’s strategic priorities and work plan, and supports in planning and budgetary process of the O/DSRSGP and Political Pillar.
  • As focal point for the DSRSGP on Electoral and Constitution making process, maintains collaborative working level relationship with the Trilateral Mechanism on elections and constitution making processes in South Sudan.
  • Bring to the attention of the D/SRSG-P and Senior Advisor all matters requiring attention, assist in formulating options as to how those matters might be handled, and ensure appropriate follow-up, as directed.
  • Serve as a focal point on operational and coordination issues of the front office and political pillar as required.
  • Substantively handles incoming correspondence and drafts outgoing correspondence as directed.
  • Perform other relevant duties as requested by the DSRSGP and/or the Head of Office.

    Education

  • Advanced university degree (Master’s degree or equivalent) in political science, international relations, social science, economics, law, public administration, or a related field. A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the Master’s degree or equivalent.

    Work Experience

  • A minimum of seven years of progressively responsible experience in political affairs, diplomacy, conflict resolution, international relations, law, or related field is required.
  • Experience in political outreach, facilitation, analysis, advice and reporting is required.
  • Experience in providing advice on political developments and mandate implementation is required.
  • Prior experience in support of elections and constitution-making process is desirable.
  • Experience with intergovernmental organization, International organization working with senior officials in an advisor capacity is required.
  • Experience working in a conflict or post-conflict setting in the region is required.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both written and oral) is required.
