The United Nations Human Settlements Programme (UN-Habitat) is the lead United Nations agency for cities and human settlements. The agency is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all and sustainable development.

The main documents outlining the mandate of the organization are the Vancouver Declaration on Human Settlements, the Habitat Agenda, the Istanbul Declaration on Human Settlements, the Declaration on Cities and Other Human Settlements in the New Millennium, and UN General Assembly Resolution A/56/206.

UN-Habitat, being the focal point for all urbanization and human settlement matters within the UN system, has a role in delivering the 2030 Sustainable Development Agenda, adopted by Member States in 2015, specifically goal 11: make cities and human settlements inclusive, safe, resilient, and sustainable.

As our cities and towns grow at unprecedented rates, setting the social, political, cultural, and environmental trends of the world, sustainable urbanization is one of the most pressing challenges for the global community in the 21st century. In 1950, one-third of the world’s population lived in cities. Just 50 years later, this proportion has risen to one-half and will continue to grow to two-thirds, or six billion people, by 2050. Cities are now home to half of humankind.

Objectives

In Georgia’s context, advancing the measurement of progress toward SDGs plays a crucial role in formulating evidence-based national strategies and sectoral policies. Localizing national SDG indicator sets is pivotal as the country prepares for the NSDP, emphasizing their significance in establishing the baseline for the NSDP implementation monitoring.

This consultancy centers on synthesizing urban development-related indicators’ status. The National Consultant gathers data to compile “Progress in monitoring urban development-related indicators of sustainable development in Georgia, 2024,” using National Statistics Office resources.

Collaborating with partners, the consultant sources SDG data aligned with UMF, tailoring localization strategies for Georgian regions. They refine vector data to analyze UMF-generated local data.

The consultant then crafts analytical maps and recommendations using the Spatial SWOT tool, addressing strengths, weaknesses, opportunities, and threats.

This data serves as a baseline for NSDP implementation, aligning with UN-Habitat’s Tbilisi VLR efforts and building on the current local reporting efforts of the national government in various regions and cities in Georgia as well as supporting the Georgian Statistical Office by improving the availability of urban development-related indicators to be included in the upcoming Voluntary National Review (VNR) and become the multi-level monitoring framework of further VLRs in the country.

Having high-quality urban development data is crucial, as it aligns with the NUA and the proposed operationalization of the EU Urban Agenda. This data will play a pivotal role in project development and monitoring results. To ensure continuous support for the Statistical Office in terms of urban development indicators and addressing existing data gaps, UN-Habitat and RCO will seek further funding opportunities.

Responsibilities:

Under the direct supervision by the Inter-Regional Advisor for Eastern Europe and Central Asia, the National Consultant collaborates closely with UN-Habitat’s Data and Analytics Unit

at the Knowledge and Innovation Branch within the External Relations, Strategy, Knowledge & Innovation Division (ERSKI). The alignment with the ongoing support by the SDG Localization and Local Governments Team from the Urban Practices Branch to the development of the Tbilisi VLR is vital.

The main duties of this consultancy will therefore be the following:

Report examining the Urban Monitoring Framework (UMF) and the existing data for absent SDG indicators in Georgia’s urban development sector, including analytical model to fill data gaps for specific Human Settlements Indicators.

Database comprising of selected Human Settlement Indicators at the city level in Georgia, contributing to data aligned with SDGs/NUA for the UN-Habitat Urban Indicators Database. Supplementary report on review and analysis of urban development-related indicators that have been studied but are yet to be included in the national database.

Report on recommendations for inclusion of Global Urban Monitoring Framework 77 indicators at national and local levels in Georgia to the upcoming edition of the VNR.

Report on the capacity assessment of relevant Georgian institutions for reporting on the new set of available urban development-related indicators;

Report assessing the readiness, inception, and feasibility of setting up an urban observatory and monitoring system in Georgia.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in urban planning, urban development, development studies, statistics or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

At least seven years of progressive experience working in urban development and research on urban, social, economic or development issues is required.

For this position, proven experience is required on the areas of indicators formulation/ identification; literature review; synthesis of evidence including data interpretation; clear writing and good knowledge of urban development and the sustainable development agenda issues.

Some level of knowledge of and experience working with the Sustainable Development Goals (SDGs) or urban-rural linkages / regional development is highly desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English, both oral and written, is required. Knowledge of another official UN language is an added advantage, in addition to Georgian language fluency.
