Duties

Under the supervision of the Deputy Director for Epidemiology, Strategic Information and Science, the incumbent is the Branch Chief for the Monitoring & Evaluation, Data Analysis and Science and provides technical expertise to improve HIV/AIDS programs that CDC Nigeria and Federal Ministry of Health (FMOH) are collaborating throughout the country.

The incumbent serves as the lead person for development of data management systems and evaluating progress in program implementation of HIV/AIDS prevention activities conducted by CDC Nigeria and the FMOH by applying both theoretical and practical knowledge of health education, social and behavioral science, evaluation strategies, and evaluation research methodology to design and conduct of monitoring and evaluation (M&E) activities.

The incumbent is responsible for leading the CDC Nigeria on Implementation Science activities. Position is an LE Direct Hire appointed position, will serve as Project Officer and will have signatory authority for CDC awards and Cooperative Agreements

Qualifications and Evaluations

Experience:

  • The incumbent must have at least five (5) years’ experience in HIV/AIDS, STD, TB prevention programs at the local, state, Federal or international levels that entailed responsibility for the evaluation of program activities.
  • The incumbent should also have experience in use of measurement methods required for Monitoring and Evaluation of target populations and health programs including quantitative and qualitative operations research.
  • In addition, incumbent must have at least one year of supervisory experience, and one year of management experience.

    Job Knowledge:

  • The incumbent is required to have detailed knowledge of research methods and the collection, analysis and presentation of public health/epidemiologic data in order to plan, design, direct the implementation of and strengthen procedures for collection, analysis and dissemination of HIV/AIDS epidemiological data. This includes advanced knowledge of the principles, theories and practices of USG and internationally recognized standards for surveillance and survey regulations and procedures.
  • Detailed knowledge of the host government health care system and structures including familiarity with Ministry of Health policies, program priorities and regulations is required.
  • Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities is required.
  • Good working knowledge of overall administrative requirements in development and support of grants, contracts, memoranda of understanding and cooperative agreements is required.
  • Good working knowledge of CDC and USG HIV/AIDS public health programs, strategies, methods, processes, and techniques used to plan, develop, implement, and evaluate results of HIV programs is required.

    Education Requirements:

  • MBBS, MD or a terminal degree in Public Health, Epidemiology or Behavioral science.

    Note: NYSC Certificate/Exemption/Exclusion document is required.

    Language:

  • Fluent Speaking/Reading/Writing English is required.

    Skills and Abilities:

  • The incumbent must be skilled in providing leadership, direction, and technical expertise in the management and evaluation of public health programs. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports.
  • Ability to lead project teams and workgroups and to develop effective working relationships with national and international working partners.
  • Ability to resolve independently problems related to supervision of personnel, program policy, and program operations.
  • Excellent overall computer skills (keyboarding with both speed and accuracy) and advanced skill levels in use of at least one of the more common epidemiologic data analysis software (EPINFO, STATA, SAS, or SPSS) is required.
  • Knowledge in writing application interphases such as visual basics, PHP etc. is required.
  • Knowledge in SQL, access and other relational databases is required.
  • Excellent numerical skills for manipulating and reporting statistical data is required.
