Tetra Tech Chief of Party for Southern Africa Resilient Waters Jobs in South Africa
Position Description/Summary:
The five-year USAID Southern Africa Resilient Water II is a follow-on to USAID Southern Africa Resilient Waters, which is currently slated to end in December 2023. The activity will focus on building more resilient and water secure Southern African communities and ecosystems through improved management of transboundary natural resources and increased access to safe drinking water and sanitation services.
The Chief of Party will be responsible for all technical, financial, and administrative aspects of the program and will coordinate closely with USAID in developing, implementing, and revising the Activity’s overall technical strategy and implementation approach. The Chief of Party will be the principal link between USAID, key government counterparts in participating countries, Tetra Tech, and other project stakeholders.
The Chief of Party will provide comprehensive expert technical oversight and guidance in all aspects of the program, including subcontractor management, monitoring, and evaluation (M&E), and reporting to USAID. This will be a full-time position based in the region for the full life of project (anticipated five years).
Responsibilities:
Provide leadership, supervision and technical leadership to the activity implementation team and short-term technical assistance (STTA) resources;
Coordinate and assume the role of official spokesperson of activity with USAID, host country governments, local counterparts, and other collaborating institutions and agencies;
Develop strategic objectives and ensure project compliance with USAID regulations;
Manage the activity’s implementation, including overall responsibility for personnel and efficient budgeting and financial management;
Supervise, guide the development, and ensure the technical rigor of contract deliverables/requirements including, but not limited to, activity annual work plans, performance monitoring plans/M&E plans and their results, quarterly and annual reports, technical reports, communications products, and periodic activity updates;
Assume responsibility for overall USAID contract management ensuring quality control and timeliness of deliverables;
Responsible for initial project risk identification, management, and mitigation in collaboration with home office, including identification of project risks, development of solutions and responses, and mitigation as required;
Qualifications:
Master’s degree or higher in natural or administrative science, environmental management or a related field;
At least 12 years of experience leading development projects of a similar scope and/or in a similar region;
Technical expertise in water and natural resource management, biodiversity, climate change adaptation, public-private partnerships and/or community resilience;
Demonstrated track record of progressively responsible managerial experience implementing donor projects with similar complexity;
Previous experience developing collaborative working relationships with host-country governments, civil society, regional stakeholders and other contractors;
Experience in monitoring, evaluating, and documenting progress toward project objectives, evaluating sub-contractor and grantee activities, and developing solutions to keep activities on track;
Experience working in Southern Africa;
Professional proficiency in both spoken and written in English
