Job Context:

HI has been operating in South Sudan since 2006, implementing emergency and development actions aimed at improving the protection, quality of life, and promotion of rights of vulnerable individuals, including people with disabilities.

HIs current portfolio adopts an integrated and multi-sectoral approach which includes interventions centred on MHPSS, Protection, Functional Rehabilitation and livelihoods with disability inclusion a cross-cutting theme across all programmes. In 2021, HI established a base in the greater Unity, which remains among the most conflict and disability affected states of the country.

The operational context in South Sudan today is considered largely humanitarian/emergency while phasing in resilience programming. The ongoing peace initiatives if they succeed might result in huge population movements of returnees (both IDPs and refugees) across the country.

Protracted conflict in South Sudan has contributed to an extended humanitarian crisis, which has been exacerbated by unusually high levels of flooding and the COVID-19 pandemic. Although conflict has reduced between parties to the Revitalized-Agreement on the Resolution of Conflict in the Republic of South Sudan (R-ARCSS), violence has continued in many pockets of the country, threatening to reverse gains made at the national level since the peace deal was signed in September 2018.

Besides, the parties to the conflict have agreed to extend the transition period with another 24 months to facilitate the completion of key transitional milestones, which include, but not limited to, the constitutional review and unification of armed forces.

Your Mission:

The GBV and protection field specialist is responsible for establishing specialized GBV and protection programming, providing capacity building in identified areas of need, developing standardized program and monitoring tools, advising on areas for program expansion and actively participating in inter-agency coordination fora making sure that HI GBV and protection programming is in line with sector standards. The GBV and protection field specialist will support a variety of implementation modalities to include static facilities and mobile units through these missions:

Guides the establishment, development and implementation of GBV and protection programming in South Sudan.

  • Establishes advanced GBV programming integrated in health, cash and voucher (CVA) and in-kind assistance.
  • Provides ongoing technical support to GBV and protection programming including, technical oversight and remote field monitoring of program staff to ensure high-quality implementation of GBV programming and resources.
  • Conducts assessments to identify priority needs, including staff capacity and program implementation.

    Builds the technical capacity of program staff

  • Identifies capacity building needs and appropriate and effective modalities to facilitate training for program staff.
  • Delivers technical training, ongoing technical coaching and Training-of-Trainers.
  • Leads the development of training materials focused on GBV case management, protection risk mitigation, prevention and woman, girl and child safe spaces.

    Develops and reviews program-specific tools.

  • Leads the development of resources/curricula/SOPs and works with program staff and HQ protection specialist to contextualize and adapt global and country-specific materials.
  • Leads the identification of key aspects for the integration of PSS, GBV and protection thematic areas and provides capacity building through the development of specialized modules (e.g. counseling skills, caring for child survivors, etc.).
  • Supports integrated program design with a focus on the linkages between child protection, adolescent programming and GBV.

    Establishes program monitoring, evaluation, learning and information management.

  • Supports program monitoring to ensure data is used to inform programming as needed to contribute to high-quality implementation of GBV and protection programming.
  • Develops a comprehensive GBV and protection M&E plan as well as assessment tools for GBV and protection monitoring and gender analysis including gender-based violence, harmful practices, and the needs of adolescents and youth.
  • Leads the uptake of the GBV Information Management System (GBVIMS) principles, develops the capacity of field teams on GBVIMS and leads on data analysis to adjust programming. Develops tailored information sharing protocols (ISP).

    Actively participates in inter-agency coordination mechanisms (relevant Clusters and sub-working groups)

  • Contributes technical support and shares knowledge and best practices with the Protection Cluster, the GBV sub-working group and other relevant coordination mechanisms.
  • Makes sure that HI programming is in line with guidance and standards issued at inter-agency level.

    Characteristics of the Position:

    South Sudan environment is characterized by:

  • A capital, Juba, with major presence of INGOs and UN, basic but acceptable leaving conditions (generator, water tanks, basic roads…), and high-cost level.
  • Rural areas with very badly shaped roads, little infrastructure, and NGO leaving in compounds. The different sites of intervention are accessible by plane through MAF and WFP-run services. The security conditions are unstable with a level 3 and areas under massive conflict.
  • The rainy season in South Sudan goes from May/June to September/October. During this period, movements are mostly limited since the roads are impracticable.
  • A special system of R&R is in place with time for rest out of the country every 8 weeks around.

    Your Profile:

  • You hold a master’s degree in social sciences, social anthropology, law and women’s rights, sociology, gender, cultural studies
  • You have 4 years of professional experience in the field of GBV prevention and response or broader gender programming
  • You have experience working in a conflict or post conflict zone required
  • You master capacity building techniques and case management (supervising case workers)
