Org. Setting and Reporting

This position is located in the Warehouse and Commodity Management Section of the United Nations Mission in South Sudan (UNMISS), Juba. Juba is classified in the “E” category and as a non-family duty station. The Warehouse and Commodity Management Section comprises the Fuel, Rations, General Supply, Centralized Warehousing, and Budget and Support Units. The incumbent will report to the Chief, Supply Chain Management Service.

Responsibilities

Within delegated authority, the Chief of Section, Central Warehousing will be responsible for the following duties:

• Exercise authority in the planning, administration and performance management of the Warehouse and Commodity Management Section (WCMS)

• Oversee the operations of the Section, including: a) inbound operations (receiving, quality assurance, put away, support to codification), inventory and storage management (storage location management, support to replenishment planning and scheduling, transfer and issuance of material, visibility of inventory ownership, cycle counting and physical inventory, shelf life monitoring and inventory analysis) and outbound operations (picking, packing, task monitoring, order consolidation and loading; b) develop and implement effective stock control and audit systems to ensure that all stocks are maintained at the levels necessary to meet customer requirements and demand; c) leveraging business intelligence tools and knowledge discovery in demand and supply processes generated data with the aim of improving overall mission supply chain operational excellence, responsiveness and reliability.

• Lead process re-engineering to streamline material management functions and to transition WCMS into the centre of excellence for end-to-end anticipatory and responsive material management function.

• Carry out programmatic/administrative/management tasks necessary for the functioning of the units under supervision, including the development and implementation of the Section’s budget pertaining to finance and staffing requirements of the following Units: Fuel, General Supply, Centralized Warehousing, Rations and Budget and Support Units.

• Assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (e-Performance), interviews of candidates for job openings and evaluation of candidates.

• Prepare the annual work plan and monitor progress against this plan to ensure the Section attains its objectives as cost effectively and efficiently as possible.

• Develop plans and strategies pertaining to mission inventory and mission stock; collaborate and coordinate with technical service managers to forecast demand and gather inventory requirements for future planned projects/activities in support of service delivery objectives.

• Translate policies and guidance into actionable plans, including developing new and/or improved business processes and supporting standard operating procedures; spearheading organizational design, identifying skill gaps, initiating, and advocating necessary staff development program to ensure realization of enhanced mission accountability and stewardship of United Nations Property in the UNMISS mission area of operation.

• Provide effective and timely oversight and coordination in the planning and management of

the mission fuel and rations supply operations.

• Responsible for the implementation of warehouse management, including regular inspections of the warehouse premises, to ensure the highest standards of physical infrastructure, storage conditions and appropriate levels of security for the warehouse operations.

• Establish Service Level Agreement (SLA) with Technical Sections/units and develop internal processes and control mechanism to ensure that customer needs and expectations are met, including exercising leadership in the development and implementation of inventory management and warehousing best practices to achieving process efficiencies and effectiveness in resources utilization.

• Provide business domain knowledge and technology project delivery expertise in the effective review and analysis and re-engineering of supply chain management processes in support of International Public Accounting Standard (IPSAS) adoption, including real estate assets and implementation of the Enterprise Resource Planning (ERP) system.

• Oversee the Warehouse and Commodity Management Section contract performance to ensure compliance with contract terms, schedules, performance reporting and cost objectives.

• Perform other duties as required by the Chief Supply Chain Management Service.

Education

  • Advanced university degree (Master’s degree or equivalent) in supply chain management, business administration/management, logistics, project management, law or a related area. A first-level university degree in combination with qualifying work experience may be accepted in lieu of the advanced university degree.

    Job – Specific Qualification

  • Certification in PRINCE2 or other project management methodologies is desirable.
  • Certification in supply chain management such as Supply Chain Operations Reference – Professional (SCOR-P) is desirable.
  • Certification in SMART Training is desirable.

    Work Experience

  • A minimum of ten (10) years of progressively responsible and relevant experience in at least two areas of supply chain management or logistics operations is required: logistics planning, warehouse management, inventory management, provision of life support services, or other related areas relevant to warehousing in a complex supply chain environment.
  • At least four years of management experience is required.
  • Experience in planning, managing or supporting supply chains in complex, volatile, conflict or post-conflict settings is required.
  • Experience in managing centralized warehousing in an international environment is desirable.

    Languages

  • French and English are the working languages of the UN Secretariat. For this post advertised, fluency in English (both oral and written) is required.
