Org. Setting and Reporting
This position is located in the Movement Control Section within the United Nations Mission in South Sudan (UNMISS), Juba, South Sudan. The incumbent reports to the Movement Control Officer.
Responsibilities
Within delegated authority, the Assistant Movement Control Officer, will be responsible for the following duties:
Supports the operation of cargo and personnel movement to/from the mission in the most cost-effective and efficient manner in consultation with the Movement Control Officer.
Carries out tasks and assignments both at mission headquarters as well as field offices in remote locations.
Provides advice in all aspects of transportation, including goods requiring special handling.
Liaises with and advises the Military/Police Contingents on all movement related matters.
Assists and recommends changes (if required) for the development of Movement Contingency Plans (Mission Evacuation Plans).
Coordinates with other UN agencies, funds and programmes, NGOs and Government offices with regard to their travel requirements on mission air assets.
Advises other staff with respect to the transportation of dangerous goods in accordance with International Air Transport Association (IATA) and Dangerous Goods Regulations (DGRs).
Assists and recommends changes for the development and implementation of Standard Operating Procedures (SOPs) to be used in conjunction with the mission’s Movement Control SOPs.
Assists in reviewing and controlling all expenditures from the approved movement control budgets to ensure that the respective movement control requirements are met within allocated funds.
Assists in preparing reports on suitability of use of routes, staging areas, ports, airfields, and road and rail trans-shipment points as and when required.
Provides passenger and cargo statistics to the Chief of Unit/Section, Movement Control at the end of each calendar month.
Perform other related duties as required.

Education
A first-level university degree, preferably in transport management and logistics or related field.
Job – Specific Qualification
A valid driver’s license and ability to drive manual transmission vehicles are required. Please attach copy of your valid driving license.
Work Experience
A minimum of two (2) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management or a related field is required.
Experience in the provision of reliable, cost effective and efficient movement control services for the transportation of passengers and cargo (including dangerous goods requiring special handling) within the area of responsibility is required.
Experience in coordinating with government customs authorities and freight forwarders for the import/export of United Nations owned and contingent-owned supplies, material and equipment is required.
Experience in liaising with UN agencies, government and non-government organizations, intergovernmental agencies and vendors for the provision of assigned transport support elements is desired.
Experience in the implementation of quality control procedures for specific work processes is desired.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic is required.
