International Organization for Migration Data and Research Coordinator Jobs in Kenya

Context:

Under the overall guidance of the Chief of Mission and direct supervision of the Head of Programme and Policy Development, and in close cooperation with all Units, Sub-Offices, and the Regional Data Hub (RDH) for East and Horn of Africa, the successful candidate will be responsible and accountable for the development, implementation, oversight, and coordination of IOM Kenya’s programming portfolio in the fields of Displacement Tracking Matrix (DTM), Migration data and research, Monitoring, Evaluation, Accountability, and Learning (MEAL), and Information Management (IM).

Core Functions / Responsibilities:

  • Oversee both operational aspects and analyses of all data collection and research products, MEAL, IM, research capacity and policies, as well as supporting tools, standard operating procedures, and other guidance documents.
  • Oversee the implementation of all aspects of Displacement Tracking Matrix (DTM) in Kenya, including DTM tools and products adapted to the local context to respond to the information needs of government stakeholders and humanitarian and human mobility actors.
  • Oversee the Information Management (IM) aspects of the Mission’s projects and programmes, including maintaining Mission’s information platforms, databases, dashboards, and information portal with relevant and up-to-date information.
  • Develop and/or adapt operational structures, methodologies, and tools as required for the production of relevant data, research, MEAL, and IM reports, including but not limited to, analytical and statistical reports, displacement profiles, assessments, maps, and other relevant products.
  • Act as primary focal point for and provide expert technical advice and support for the assessment of emerging mixed migration and displacement situations in the country, and where appropriate, regionally and beyond.
  • Establish, manage and coordinate field assessments with multi-layered data collection techniques to gather and analyze timely information about displacement, population mobility, movement flows, and any other source of data required.
  • Act as the custodian of mission relevant data, in line with IOM’s Data Protection Principles, Data Governance Policy, and related policies and procedures.
  • Ensure the implementation of activities that aim to build government capacity in the generation, management, and use of migration data.
  • Manage and coordinate joint migration research activities between IOM and partners. Ensure capacity building on good research practice and responsible data collection and use.
  • Identify synergies between the research initiatives of different thematic units and promote and substantively contribute to cross-cutting analysis for a holistic understanding of the conditions, vulnerabilities and needs of migrants.
  • Provide guidance to the different thematic units in the planning of research interventions, development of survey and assessment tools, and analysis of data.
  • In coordination with relevant Units, contribute to the development of resource mobilization efforts for IOM data and research activities by developing concept notes and project proposals in response to needs identified by regional, national and local counterparts.
  • In coordination with Media and Communications colleagues, ensure that data and research related outputs and products are widely disseminated in audience-friendly formats.
  • Ensure the provision of timely, accurate, standardized, and adequate information (including Data and Research reports, factsheets, etc.) to all relevant stakeholders regarding mobility trends, conditions in migrant-hosting areas, as well as the situation of vulnerable groups.
  • Liaise with IOM colleagues (Global Data Institute (GDI), Regional Data Hub (RDH), and other thematic units, as applicable) at a regional/global level to support dissemination of information, contribute to internal and external communication materials, ensure complementarity and compatibility of activities, feed into relevant regional or global reporting, and support global data and research development initiatives, including through identification of best practices, new approaches and technologies.
  • Ensure the integration of gender perspectives and attention to specific needs of vulnerable populations, such as pregnant women, persons with disabilities, older persons, children, as well as other highly vulnerable groups within data collection and research activities, including through mainstreaming of Prevention of Sexual Exploitation and Abuse into data collection operations.
  • Ensure strict adherence to IOM’s data protection principles across all programming interventions and build capacity of data and research staff, enumerators and research partners in the field of data protection.
  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree from an accredited academic institution, preferably in data and research related fields such as Statistics, Economics, Data Science, Political or Social Sciences, Development Studies, International Relations or Law with a minimum of five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

    Experience

  • At least five years of experience in research, statistical analysis, data processing and reporting with proven knowledge of data collection mechanisms, risks and mitigation solutions ensuring data protection;
  • Demonstrated experience in project implementation, data collection and analysis, and/or information management activities, preferably with an international or intergovernmental organization working on issues related to migrants and vulnerable populations;
  • Demonstrated experience implementing and/or overseeing displacement tracking tools and methodologies;
  • Experience in supervising and managing large teams;
  • Experience in organizing and delivering workshops, trainings, webinars and briefings in the fields of data analysis, research, data collection and/or reporting;
  • Experience in working with national and/or local government counterparts in the field of migration data would be considered an advantage; and,
  • Experience in the utilization of cloud computing solutions and/or software for data processing (in Microsoft Azure and/or AWS), data and statistical analysis, as well as visualization and reporting solutions such as Power-Bi and/or Tableau is an asset.

    Skills

  • In-depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Knowledge of UN and bilateral donor programming;
  • Knowledge of financial rules and regulations;
  • Excellent computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook);
  • Strong ability to supervise interventions and coordinate administrative activities;
  • Delivers on set objectives in challenging situations;
  • Establishes and maintains effective relationships with implementing partners;
  • Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office and regional objectives;
  • Works effectively in high-pressure, rapidly changing environments;
  • Supports adequate levels of information sharing between internal units, external partners, other IOM offices, and all other relevant actors;
  • Makes correct decisions rapidly based on available information;
  • Ability to think both creatively and strategically; and,
  • Good interpersonal communication and presentation skills.

    Languages

  • IOM’s official languages are English, French, and Spanish.
  • For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
