Job Purpose:

The Baseline & Evaluation Specialist is a technical lead on establishing baselines at the start of all programs and process owner for all program evaluations as per the LEAP 3 requirements of the partnership. The position holder will be responsible for quality control for making interventions evidence based using the partnership tools, Design and Implement Quality Assurance Framework (DIQA) of project models and impact measurements in alignment with Our Promise to enhance measuring and communicating impact.

It ensures integration of WV partnership DME Policy in collaboration with concerned operation teams, developing DME guidance (including AP/Program Closing Procedure and strategies, capacity building strategies, and Baseline and Evaluation requirements) for World Vision Ethiopia’s programs.

Provide overall guidance and technical support to ensure program baseline & evaluations are implemented to the required standards set by the partnership and share learnings for future programming. It will also represent WVE on Baseline & Evaluation forums, networks and taskforces internally and externally.

Major Responsibilities:

Develop and strengthen program evaluation and closure framework and procedures

  • Lead in the development and application of baseline, monitoring and evaluation guideline and framework for the National Office consistent to the partnership DME policy.
  • Recommends to Programs as well as for National Office on how to reduce risk related to DME standards, based on evidence collected and analyzed during monitoring, evaluation and research;
  • Lead in the preparation of the long and short-term Baseline and Evaluation plans of programs and summary of the National Office.
  • Take the lead in the analysis and presentation of WV’s global DME policies and their implication for the National Office.
  • Lead in the development of the sustainability and closing guideline for the NO
  • Advise TPs, APs and Grants/PNS/HEA in the development of target setting and B & E Plan development for the planned indicators.

    Plan, coordinate, and build staff and partners’ competencies on program baseline, evaluation, and transitioning

  • Coordinate and conduct an integrated need assessment for the key M&E positions in the organization.
  • Lead preparation of DME training modules for the National Office staff,
  • Take a key role and liaison with relevant units and departments to coordinate capacity-building training for the National Office staff and partners.
  • Provides thought leadership to find evidence-based and high-impact solutions to sector challenges.
  • Collaborating with other sector innovation leads, design and manage processes to identify, and pilot innovative approaches in the sector both from within WV and outside that can maximize WV’s contribution to CWB in alignment with strategic priorities.
  • Enable Sector Grant Specialists to leverage innovations happening in WV in donor communications and grant proposals.

    Ensure Projects/Programs are Closing well

  • Cross-sector collaboration for integration of sector with other sectors and themes while developing the 1-3 years closing plan for closing APs as per respective SO interest.
  • Lead the capacity building, preparation, and review process of AP completion and closing reports.
  • Lead the transition task force in the planning, implementation, and following the closing procedure of projects/program/AP as per the donors/SOs and local level standards.
  • Lead the sustainability and transition plan preparation process using selected community engagement tools that would help to identify the fruits and gains of the program, identifying gaps and defining sustainability strategies.

    Lead Baseline, Evaluation, and Studies

  • Organize execution teams for baseline, evaluation, and studies that require data management process (planning, tools development, Study design, and ToR development, data collection, quality check, and cleaning and analysis)
  • Lead and manage activities and budget for project/program level evaluations, studies and research.
  • Ensure that all baseline, evaluations and studies are conducted keeping all the standards and quality checks including BOND, OECD/DAC, and LEAP 3.1 Objectives
  • Ensure that inception reports are checked against the “VENRO Working Group “Impact Monitoring”, developed and discussed on 7 and 8 November 2016 in Bonn.” And other tools that are proven by funding agencies and SOs interest
  • Ensure that all the baseline and evaluation summary for both sponsorship, grant, PNS, HEA and other sources are tracked, monitored, documented and shared for wider impact.
  • Advisory role for independent large grant programs and projects baseline and evaluation processes
  • Lead the technical proposal review Ad-hoc committee members for consultancy services.
  • Review the performance for consultants and advise supply chain department while updating consultants profile based on their execution excellence.

    Ensure Accountability and External Engagement

  • With Respective Divisions, departments and units, assesses quality and coverage of WV sector programming within development, disaster and conflict contexts, to support increased quality in sponsorship, grant, and privately funded projects.
  • Ensure that all third parties recruited as external researchers and consultants for baselines, evaluations and studies are delivering the assignment as per the given ToR and contract agreement signed.
  • Keep abreast of latest developments and innovations in the broader sector that is relevant to WV and share them internally and externally.
  • Benchmark with peers and other relevant organizations to learn best practice and ensure innovations.
  • Liaison between external and SOs in the DME process
  • Networks on proposal and funding capacity-building programs in the National Office

    Reporting, Dissemination, sharing and Documentation B&E products

  • Prepare a summary report of evaluation recommendations and lessons learned for the National Office,
  • Facilitate ongoing and collaborative learning within WVE based on key data from the performance management system for continuous improvement of program delivery,
  • Regular update to the NO leadership through MMR and other means including organizing DME learning events.

    Required Professional Experience:

  • 10 years’ experience in field-based programming. Experience in overseeing or supporting multi-sector programs; at least 4 years of work experience preferably in INGO as monitoring & evaluation.
  • Member of at least in one professional associations like Evaluation Association, etc.

    Required Education, training, license, registration, and certification:

  • MSc/MA Degree in Economics, Development Studies, Agriculture and related fields.

    Preferred Knowledge and Qualifications:

  • In-depth knowledge of DME tools and instruments including evidence-based sector programming, LQAS, Conventional baseline and evaluation tools, STAR, Anthropometry measurement, Care Giver Surveys (CGS), Youth Health Behavior Survey (YHBS), Partner Health check (PHC) and CBOs capacity assessment, etc.
  • Statistical and Analytical experience in using SPSS, ENA SMART, Advanced Excel, and other updated software applications.
  • Experience in designing and implementation of Computer Assisted Programming in the utilization of data collection using mobile applications using the Kobo tool, ODK, etc.
  • Experience in reviewing Evaluation and inception reports using BOND and VENRO Working Group “Impact Monitoring tools.
  • Participatory M&E, Results-Based management, Logical Framework Analysis, community participation, Participatory Rural Appraisal, Participatory Learning & Action, etc.
