Kenya Forest Service Deputy Chief Conservator of Forests Jobs

Entry Requirements :

  • Bachelor’s Degree in forestry studies
  • Master’s Degree in Relevant field or its equivalent
  • Professional qualification and membership to professional body where applicable
  • Management course lasting not less four (4) weeks
  • At least ten (10) years’ relevant work experience
  • At least three (3) Years’ experience in management
  • Proficiency in Computer Application
  • Fulfil the requirements of Chapter 6 of the Constitution

    An Officer at this level shall report to a Senior Deputy Chief conservator of Forests.

    Duties and Responsibilities

  • Initiating, formulate, implement, and advice on policies, strategies and programmes relating to Natural Forest Conservation Management, Forest Plantation Management, Forest Advisory and County liaison and Dryland, Private Forests Development coordination, Kenya Forestry College and Forest Survey and Information Management
  • Preparation of the Forest Resource Assessment Report and Forest Status Report for submission to the Cabinet Secretary once in every five (5) years and two (2) years respectively;
  • Restoration of degraded natural forest areas by removal of invasive species, rehabilitation and protection for natural regeneration
  • Initiate, prepare and implement plans for Natural Forest Conservation Management, Forest Plantation Management, Forest Advisory and County liaison and Dryland, Kenya Forestry College and Private Forests Development coordination

    Management of Natural Forest rehabilitation and restoration, Mangroves Forest, biodiversity conservation and Invasive plants, Forest Health, Forest Fire Management and forest watershed management;
  • Participate in the formulation and review of strategies to address the emerging forestry issues including but not limited to the international arrangements on forests, climate change, green energy, carbon trading and ecotourism.
  • Promote Community Forest associations and Participatory Forest Management
  • Implement treaties and agreements to climate change and forests conventions.
  • Coordinating the management of the Forest Investment Facility (FIF) of KFS. This facility advances loans for investment in farm forestry enterprises to farmers;
  • Coordinating the production and reporting of tree seedlings, preparation of tree nurseries and seedlings production database.
  • Provide technical support and capacity building development for county governments.
  • Implementation of the “National Strategy for the Achievement and Maintenance of a Tree Cover of Over 10%”
  • Supervise formulation and review of guidelines for the operations and activities of the Forest Conservation Committees (FCCs).
  • Lead and participate in the formulation and review of strategies to improve forest plantationproductivity, natural forest conservation and expansion of national forest cover.
  • Formulate guidelines for the operations and activities of the Farmer Forestry Field Schools (FFS), Forest Producer Organizations (FPOs), communities and other forestry related groups.
  • Supporting the growth and development of forest producer associations, tree growers and charcoal producer associations; and develop chain of custody tools and systems for regulating movement and ownership of forest product

    Dryland, private / farm forestry development
  • Promote efficient Dryland afforestation technologies
  • Undertake assessments of forest plantation developments through strategic environmental assessments, audits and social concerns, plantation surveys, density checks and projection of expected royalties;
  • Undertake Forest Inventory Management, Assessment and valuation of Plantations, Dry-lands and Mangrove forests for biomass estimation, statistics yearbook and appropriate sale;
  • Mitigating against forest damages caused by fires, diseases, pests and game;
  • Management of Forest Plantation Sivilculture and Forest Economics
  • Administer the Survey, Mapping and Forest Information Management systems
  • Advising management on Forest related information including status of forest cover every two years
  • Preparation of reports on determination and alteration of boundaries of public forests using available forest data to the Cabinet Secretary
  • Guide and coordinate delineation, mapping of forests and resource surveys for effective forest management.
  • Carry out Conservancy Coordination
  • Provide Oversight for forest development in the conservancy areas
  • Assist in Preparation and Implementation of Forest Management plans in the conservancy areas
  • Collation of Conservancy area reports for decision making by Management
  • Lead development and review of policies, strategies and programmes relating to training and capacity building at the Kenya Forestry College.
  • Promote applied research to improve forestry practice.
  • Provide administrative oversight for work planning, budgeting, implementation, performance contracting, and staff appraisal.
  • Lead and participate in mobilizing resources for improved funding and support to forestry programmes.
  • Oversight management of funds allocated to all cost centres (nationally) responsible for implementation of the core forestry programmes.
  • Prepare and present board papers to support decision making.
  • Responsible for resource mobilization for the Department
