The United Nations Human Settlements Programme (UN-Habitat) is the United Nations agency for human settlements that is mandated by UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all and the achievement of Sustainable Development Goal 11 (SDG 11). UN-Habitat helps the urban poor and transforms cities into safer, healthier, greener places with better opportunities where everyone can live with dignity.

It is also the lead agency within the UN system for the implementation of the New Urban Agenda. UN-Habitat works with Member States and Development Partners to transform cities into safer and healthier place with better opportunities. Its global headquarters is in Nairobi, Kenya.

The agency has placed special emphasis on upscaling its work in the host Country and in contributing in a variety of ways towards the development priorities set by Government. The engagements of UN Habitat in Kenya are guided by the Habitat Country Programme developed jointly with Government.

The Kenya Country Programme Office coordinates UN-Habitat’s engagements with the Government and other partners and stakeholders. The Country programme is within the Regional Office for Africa (ROAf). It is involved in several interventions at national and county levels promoting sustainable urban development and affordable housing mechanisms in line with the vision 2030 of the Republic of Kenya.

The interventions within the HCPD are UN-Habitat’s contribution to the implementation of the United Nations Sustainable Development Cooperation Framework for Kenya 2022-2026 that is implemented by all UN agencies in Kenya to help the country achieve its Vision set out in its development blueprint – Kenya Vision 2030- and all the Sustainable Development Goals (SDGs).

The Kenya Country Programme works provides technical support through the Ministry of, Housing, Land and Urban Development and directly to about 22 counties in collaboration with various partners and stakeholders.

UN-Habitat, through the Regional Office for Africa is collaborating with the EU for the development, implementation and scaling up of the Partnership for the Implementation of the New Urban Agenda (PINUA), a joint program among UN agencies to develop models and approaches for filling the gap in affordable housing in the context of Kenya.

PINUA is targeting low-income communities living in informal settlements and peri-urban areas, with the view of diversifying the houses stocks and supply in Kenya and looking into vulnerable group. PINUA has two major components: affordable housing and slum regeneration.

This position is located within the Regional Office for Africa under the Kenya Country Programme in Nairobi duty station.The focus of this job is to lead the implementation, monitoring and evaluation of programmes, operations related to housing and informal settlements in the Kenya Programme. The Human Settlements Officer will be under the overall supervision of the Director, Regional Office for Africa and direct supervision of the Senior Human Settlements Officer in charge of Kenya.

Within delegated authority, the Human Settlements Officer be responsible for the following duties:

Responsibilities

• Develops, implements and evaluates assigned programmes/projects, related to housing and informal settlements; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions for an effective support of the housing sector in Kenya.

• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

• Researches, analyzes and presents information gathered from diverse sources.

• Provide technical assistance to relevant institutions in Kenya on issues related to affordable housing and informal settlements (Ministry of Housing, Land and Urban Development, Kenya Informal Settlement Improvement Project (KISIP), Kenya Corporate Housing)

• Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,

• Generates survey initiatives; designs data collection tools; reviews, analyzes and

interprets responses, identify problems/issues and prepares conclusions.

• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications.

• Provides substantive backstopping to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.

• Initiates and coordinates outreach activities; conducts training workshops, seminars; makes presentations on assigned topics/activities.

• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.

• Support the country programme in housing program developments and resourcing mobilization

• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget).

• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

• Performs other duties as required.

    Education

  • Advanced university degree (Master’s degree or equivalent) in Housing, architecture, civil engineering, urban and regional planning, economics or physical sciences relevant to development and management of human settlements or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

  • A minimum of seven (7) years of progressively responsible experience in human settlements, project or programme management or related field is required.
  • Two (2) years working experience in housing or urban planning or slum upgrading within Africa is desirable.
  • Proven experience in human settlements development fields, projects/programme design and implementation with the UN or other international agencies is desirable.
  • Two (2) years or more of experience in data analytics or related area is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
