INTEGRITY Deputy Chief of Party, CLAMP-2 Jobs in Ghana
Project Background
The USAID/West Africa Regional Economic Growth Collaborating, Learning, & Adapting and Monitoring Platform (CLAMP) Activity will support the USAID/West Africa Regional Mission and their implementing partners (IPs) to through Monitoring, Evaluation, and Learning (MEL) service delivery, MEL capacity strengthening, and enhanced Collaborating, Learning, and Adapting (CLA).
Anticipated activities may include performance monitoring, program evaluation, and learning, in addition to strategic information support services to USAID/West Africa and their IPs across the Mission’s Economic Growth portfolio.
Scope of Work
Integrity is looking for a Deputy Chief of Party for the CLAMP Activity. The multi-year project will provide a range of monitoring, evaluation, learning, and adaptive management services to the USAID/West Africa Regional Mission staff and their implementing partners across the Mission’s regional economic growth portfolio in alignment with the Regional Development Cooperation Strategy.
The Deputy Chief of Party will be responsible for leading and managing the technical work related to performance monitoring and analysis under this Activity.
Terms of Reference
Lead and oversee the engagement of implementing partners and provide support to them in data analysis and presentation of the data and findings to USAID.
Undertake assessment and analysis of the ongoing USAID economic growth activities in West Africa to help USAID understand and adjust to the possible programmatic impacts of current and future programs and activities.
Serve as the team leader of select assessments.
Provide guidance on the implementation of alternative MEL approaches like Complexity Aware Monitoring and identify appropriate assessment questions to support evidence-based programming approaches.
Provide other support to implementing partners, includes identifying discrepancies in implementing partners M&E systems and recommending appropriate solutions.
Organize and supervise day-to-day programmatic activities, including the third-party monitoring, assessments/studies, Data Quality Assessments, and other activities as requested by USAID, such as IP meetings.
Direct and manage the Activity in the absence of the Chief of Party as Deputy Chief of Party.
Your Experience and Expertise
A master’s degree in international development or a related discipline.
At least 8 years’ experience in research, planning, and monitoring of donor-funded projects.
Experience in the design and management of assessments and analyses, including the design of the assessment methodology, primary data collection methods and protocols, and data verification techniques.
Demonstrated experience in developing and implementing comprehensive M&E systems.
Demonstrated ability in management, analysis, and processing of data to inform project planning and M&E.
Familiarity with programming development assistance experience in economic growth (agriculture, trade and investment, environment, and natural resource management) programming preferred.
Ability to work effectively in a multi-country and multi-cultural setting as demonstrated by past experience.
Familiarity with internal control functions to manage day-to-day operations of the Activity.
Languages
Exceptional writing skills, with ability to write and speak persuasive, clear, and compelling narrative in English.
Fluency speaking, reading, and writing in French.
