Context:
IOM in South Sudan has a broad range of programming centred around three broad areas: Humanitarian Coordination and Support; Humanitarian response and Resilience; and Peacebuilding, Transition, and Development. Humanitarian Coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI Core-pipelines, Humanitarian Hubs and common transport services.
Humanitarian response and Resilience include CCCM, WASH, Shelter & NFI, Health, Protection, Gender equality and inclusion, Mental health and Psychosocial support and the Management of a Rapid Response Fund.
Under the overall supervision of the Chief of Mission and direct supervision of the Head of the Programme Support Unit, the Project Development Officer will provide technical and administrative support for the mission’s resource mobilization, external and donor liaison, project development, donor liaison and fundraising activities.
Core Functions / Responsibilities:
Provide technical guidance, inputs and information to support the development of projects, concept notes and appeals, and monitor and follow up on the development of new IOM projects and funding opportunities within the mission.
Support project activation activities in collaboration with relevant units in the mission, regional office, and headquarters.
Provide technical input to support the development of strategic documents for the mission.
Research, draft, and submit other documents that may be necessary for project development and donor liaison purposes.
Maintain contacts and networks with donors and partners, and where relevant, project managers and units in the country office, to discuss resource capacities and gaps in project development and to provide technical and administrative support for project development initiatives.
Draft donor reports in close coordination with project teams and reporting officers, checking that donor reports are aligned to donor as well as IOM guidelines and regulations, and coordinate the review and approval process of the reports with the Regional Office and Headquarters.
Provide and coordinate inputs for information requests from Headquarters, the Regional Office, other IOM missions, and external partners, such as donors, the government, partner agencies, and implementing partners, in close coordination with project teams.
Develop and maintain donor profiles and guidance notes on donor priorities.
Assist in developing approaches to expand the IOM donor base, including research and mapping of funding trends.
Undertake duty travel relating to project assessments as required.
Perform such other related duties as may be assigned.
Required Qualifications and Experience:
Education
Master’s degree in political or social science, international relations, economic development, humanitarian affairs, project management or a related field from an accredited academic institution with two years of relevant professional experience; or
University degree in the above fields with four years of relevant professional experience.
Experience
Experience in project development and project management, humanitarian and migration-related activities, complex project implementation, budget drafting, research, report writing, liaison with governments and international agencies.
Experience with project planning, scheduling and deployment of resources, and evaluation andassessment; and,
Excellent communication, writing and organizational skills; ability to prepare clear and concisereports; knowledge of monitoring and evaluation.
Skills
Strong analytical, planning and people management skills; and the ability to establish working relationships with governmental authorities, other national/international institutions, and Non-Governmental Organisations (NGOs),
Ability to work with accuracy under constraints and pressure; to deal patiently and tactfully with staff members and others and to have a high sense of confidentiality, initiative, and good judgment,
Personal commitment, efficiency, flexibility, drive for results, and creative thinking; and,
Good level of computer literacy, including database applications.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an asset.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
