Context:
IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs, and common transport services.
Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and violence reduction, community development and migration management.
Under the overall supervision of the Head of Humanitarian Affairs and Operations and the direct supervision of the Programme Coordinator (WASH), the WASH Operations Officer (Emergency and Durable Infrastructure) will provide on-the-ground technical engineering support and assist with managerial activities for the operationalization of WASH infrastructure and services across the entire crisis life cycle (emergency, transition and recovery, peace and development) including humanitarian development peace (HDP) nexus activities like integrated water resources management, food security, ecological engineering, climate resilience and environmental sustainability. The position is to be based in Bentiu or Malakal with frequent roving support to other field offices across South Sudan.
Core Functions / Responsibilities:
Provide technical inputs to contribute to the development and operationalization of the emergency and durable WASH strategy and response plan for IOM in alignment with the overall emergency, durable solutions and HDP Nexus response plan of the organization.
Check that the project(s) activities under responsibility are on track to meet their intended scope, time, and budget as per the project’s work plan as designed by the Programme Coordinator and inform of any delay or possible workaround required for timely completion of activities.
Draft and/or review technical specifications, Bills of Quantities (BoQs), and drawings of emergency and durable WASH infrastructure. Monitor and evaluate the progress of the project(s) under supervision to facilitate compliance of outputs to planned targets. Coordinate the technical assessment, identification of technical alternatives, design, implementation, and monitoring of the activities required for the successful completion for the Infrastructure Components.
Check that the infrastructure adheres to scope, time, and budget. Check that activities are performed in accordance to the specifications in the project proposal and notify the supervisor of any pertinent change requests in a timely manner.
Monitor project(s) budget according to internal and donor requirements. Adhere to the guidelines provided by the WASH programme manager regarding the use of budget lines for the project(s) activities.
Supervise relevant staff, provide technical and procedural guidance, and help resolve team conflicts.
Schedule and supervise the project(s) procurements in line with approved specifications orBoQs, working in close coordination with the procurement and logistics unit to help ensure that the required materials and items are procured and delivered to the respective sites in a timely manner. Follow up the schedule with contractors and prepare and sign completion certificates. Work closely with the administrative units of IOM to facilitate adequate contract management, close-out procedures and final payments to the contractors.
Provide necessary information and documentation to the WASH Programme Manager for the preparation of project proposals and/or for IOM to contact potential donors. Actively assist in the coordination of donor visits. Contribute to contingency planning for possible WASH emergency response if required.
In close coordination with the WASH Programme Manager, actively liaise with the WASHCluster, other WASH agencies, government authorities/entities and other relevant stakeholders to help ensure that IOM’s emergency and durable WASH infrastructure and services are coordinated to avoid duplication, violation of national regulations or contravention of operational agreements set by the humanitarian community at the country level. Check that all relevant permits and authorizations are obtained from the local authorities for project stability and good relations with the local government.
Monitor the project implementation by performing regular visits to the areas of operation and submit regular progress reports to the WASH Programme Coordinator indicating progress, constraints and requirements for project completion.
Facilitate the integration of cross-cutting issues in the WASH programming such as gender-based violence (GBV), Accountability to Affected Populations (AAP), Environment and other cross-cutting issues of relevance.
Perform such other related duties that may be assigned.
Required Qualifications and Experience:
Education
Master’s Degree in Civil Engineering or Environmental Engineering, or a strongly related water and sanitation engineering field from an accredited academic institution with two years of relevant professional experience; or
University degree in the above engineering fields with four years of relevant professional experience.
Experience
Experience in the technical design, management and/or implementation of WASH infrastructure and services in countries facing a humanitarian crisis.
Experience in the technical design, management and/or implementation of WASH infrastructure and services in a development context.
Skills
Ability to work with limited supervision;
Ability to produce thorough high-quality work within a tight timeframe;
Advanced know-how and skill on Water, Sanitation and Hygiene (WASH) principles in humanitarian and development settings;
Advanced computer literacy in Autocad, GIS, Hydraulic Engineering Software (Epanet, WaterCad, WaterGems, WaterHammer, etc.), Microsoft Office Suite (MS Word, Excel, and PowerPoint);
Demonstrated know-how and skills on integrated water resources management, ecological engineering, environmental sustainability, food security and climate resilience.
Demonstrated ability to meet deadlines and deliver under pressure;
Demonstrated capacity strengthening skills and on-the-job training; and,
Excellent Monitoring and Evaluation (M&E) Skills; management skills; and organizational skills.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
