Project Background

The Monitoring, Evaluation, and Learning Support (MELS) serves as USAID/South Sudan’s primary mechanism for monitoring, evaluation, learning, and adaptive management services for ongoing activities and programs.

In a dynamic operating environment, MELS provides USAID/South Sudan with flexible, demand-driven technical, analytic, and advisory support to strengthen collaboration, learning, and adapting (CLA); promote institutional memory; produce monitoring, evaluation, and learning products as appropriate; strengthen knowledge management and organizational learning (KMOL), organizational effectiveness and operational efficiency; and strengthen data-driven decision-making through efficient use of GIS and other innovative spatial analysis.

Scope of Work

The Senior Researchers will receive training on PEA data collection instruments, which could include Key Informant Interviews (KIIs), surveys or Focus Group Discussions (FGDs), and will be tasked with using these various instruments to collect data in Kapoeta North (Equatoria), Akobo and Leer (Upper Nile), and Wau (Greater Bahr el Ghazal) counties per the data collection plan of the PEA which will be provided.

This position will collect data in their specific county (approx. 10 KIIs with other possible data collection) and transcribe interviews, providing summary sheets, notes, and daily updates/out briefs as needed during collection. This position will report directly to the Team Leader.

Terms of Reference

Conduct KII’s, surveys, and FGDs as needed with key political, community, religious, and other informants in Kapoeta North (Equatoria), Akobo and Leer (Upper Nile), and Wau (Greater Bahr el Ghazal) counties.

Produce data collection transcriptions, summary sheets, notes on a timeline required by the Team Leader

Perform necessary quality control checks on data collection and entry.

Assist in scheduling data collection (setting appointments with key informants, etc.).

Assist in logistics of data collection (travel, hotel, and food arrangements)

Other tasks as requested/required by the Team Lead and Deputy Chief of Party

Your Experience and Expertise

Master’s degree preferred in a field relevant to economics, statistics, international development, or related studies.

Experience in conducting KIIs, FGDs, and surveys in similar contexts.

Experience producing data collection notes, summary sheets, and other data entry and quality control practices.

At least eight years of progressively responsible experience in the humanitarian or international development field.

Written and oral fluency in English.

Ability to work for extended hours when required.

Language capability relevant to conducting interviews with the ethnic groups in the target counties of Akobo, Kapoeta North, Leer, and Wau.

Good interpersonal skills, including working well with field-based local staff via telephone, e-mail, and governmental, regional, and civil society actors.

Experience in fieldwork in Akobo, Kapoeta North, Leer, and Wau preferred.

Demonstrated experience implementing South Sudan-specific conflict research, evaluation, or learning development projects.

Knowledge of the social, political, and economic factors affecting populations in South Sudan
