DRC Economic Recovery Team Leader (Livelihoods) Jobs in Tanzania
DRC is an International Non-Governmental Organization working in Kigoma Region, Tanzania mainly providing humanitarian assistance and promoting durable solutions to Burundian and Congolese refugees in Nduta and Nyarugusu refugee camps since 2015 based on humanitarian principles and human rights.
DRC is delivering an integrated multi-sectoral assistance program that combines Camp Coordination and Camp Management, Protection, Livelihoods, and energy and environment projects to address the population’s needs. DRC has also been supporting the host communities through the implementation of various projects such as energy and environment and livelihood projects such as; agricultural support, Vocational Skills Training, and financial inclusion programs.
The Economic Recovery Team Leader (Livelihoods), under the management and supervision of the Economic Recovery Manager (and Economic Recovery Coordinator) and in close collaboration with UNHCR and the camp-based government coordination bodies and Local Government Authorities will be responsible for ensuring the implementation of livelihoods activities in Nyarugusu refugee camps and host community. The Team Leader is therefore expected to be flexible to work in different locations over the course of the program.
Geographic scope: Area (Nyarugusu and Host communities)
This role has an area focus and ensures compliance with DRC procedures and guidelines within the country. Overall responsibility includes quality and timely management of livelihood projects in refugee camps and host community villages across the Kigoma region, as well as supervising livelihoods sector project teams, representation at relevant clusters and Working Groups, and coordination with implementing partners.
Responsibilities of the position
Technical
Providing technical inputs to the program throughout the project cycle.
Ensure targets are met under DRC’s agreement with donors, to be accountable to the stated goals of the programme.
Develop, coordinate, plan, implement, monitor, and report on DRC´s Livelihood Programming for the operation including food security (including home gardening), sustainable agricultural-related projects and activities , Technical and Vocational Education and Training (TVET), Financial inclusion programs, and business development programs.
Support the development of awareness curricula, livelihood materials for the implementation of a comprehensive training and awareness package.
Contribute to developing new sustainable livelihood initiatives/proposals and fundraising relating to the emergency and longer-term response.
Contribute to the development of market assessment in the region – fostering cross-border programming.
Project Management
Oversee proper documentation of activities implemented and actors/beneficiaries involved
Undertake regular field/onsite visits to ensure technical support to Economic Recovery staff and proper monitoring of the activities implemented in the area of operation.
Work with Economic Recovery Manager and MEAL team to ensure M&E plan is being implemented, data is being collected from the field and regular reports are being produced.
Ensure lessons learned are documented, shared and reflected in program planning and decision making.
Ensure that timely and quality project narrative reports are provided according to donors’ requirements.
Provide budget monitoring and expenses control including compliance with minimum DRC and donor requirements.
People Management
Foster and ensure Economic Recovery Officers and Assistants maintain productive, supportive and respectful relations to Incentive Workers and/or Village Agents employed in the programme.
Daily management of Economic Recovery Officers and Assistants including timely implementation of the project activities.
Provide support, direction and on-job coaching to Economic Recovery Officers, Assistants and Incentive Workers and/or Village Agents.
Ensure continuous capacity building among Economic Recovery staff in handling the Economic Recovery programming.
Foster and maintain excellent working relationships with key humanitarian actors – local and international, including government authorities and non-state Actors, private sectors through regular attendance at technical meetings and bilateral meetings. These include MoHA colleagues and the Tanzania Forestry Services staff.
Laise closely with other DRC’s sectors- protection and camp management to ensure productive coordination and smooth implementation of the programme activities.
Work with established community-based structures in the community and be solution-oriented in terms of challenges arising from individual activities and the program.
Ensure implementation of livelihoods activities are in compliant with the Core Humanitarian Standards (CHS) and the DRC Code of Conduct (CoC);
Perform other related duties as required.
Requirements
Significant knowledge of livelihood programming.
Minimum 3-5 years’ experience in humanitarian livelihoods programmes.
Knowledge and experience in implementing programs in agriculture, Technical and Vocational Education and Training (TVET), financial inclusion, and business development programs.
Previous experience in conducting market assessments in refugee contexts.
Knowledge and/or experience in cross-border programming.
Previous experience working with refugees or IDPs and Host communities’ members.
Experience in local governance, community development, and participatory development programming is highly advantageous.
High level of computer literacy (Microsoft Word and Excel)
Excellent written and oral communication skills in English.
Experience with supervising a diverse team in terms of sex, race, faith, age, etc.
Gender-sensitive.
Excellent interpersonal and problem-solving, skills, creativity, and flexibility.
Comfortable in a multi-cultural environment, flexible and able to handle pressure well able to engage with community members openly, maintain confidentiality and respect.
Demonstrated ability for rapid analysis of complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies.
Education:
University Degree in Agriculture, Project Planning and Management, Community Development, and other related fields. A master’s degree will be an added advantage.
