This position is in the United Nations Office for the African Union (UNOAU). The Programme Management Officer reports to the Chief of the Mission Support Planning Section (MSPS) of the Institutional and Operational Partnership Service of UNOAU.
The United Nations Office to the African Union was established by UN General Assembly Resolution 64/288 in 2010. The integrated Office has three core aims:
• Enhance the partnership between the United Nations and the African Union in the area of peace and Security;
• Provide coordinated and consistent United Nations advice to the African Union on long-term capacity-building and short-term operational support matters;
• Streamline the United Nations presence, in Addis Ababa to make it cost-effective and efficient in delivering UN assistance to the AU.

The Mission Support Planning Section provides technical and expert support to the African Union Commission in developing its mission support capabilities to strengthen the African Standby Force and the planning and management of deployed AU Peace Support Operations and any future planned operations; facilitates the planning and implementation of smooth transitions between the African Union and the Host Nation or the United Nations for ongoing missions; and enhances the AU UN Partnership in Peace and Security and coherence of the United Nations and African Union policies and procedures on mission support issues.
The Programme Management Officer – Finance and Budget has a multifunctional profile with a broad remit to strengthen all areas of support to the African Union in terms of advising on budget development and reporting, supporting the operationalization of the African Union Peace Fund including support to Peace Fund Secretariat to execute projects, as well as AU efforts to further develop financial models which may lead to AU Peace Support Operations accessing UN assessed contribution.
Responsibilities
Under the direction of the Chief Mission Support Planning Section of the Institutional and Operational Partnership Service and in coordination with the Department of Operational Support, the Programme Management Officer – Finance and Budget:
Develops, implements and evaluates assigned programmes / projects in areas of financial management including budget development and reporting for future and ongoing AU peace support operations, advice and support to Peace Fund administration, financial policy development in the fields of procurement and financial management, further development of financial models to support the AU efforts to develop predictable and sustainable financial support to AU led peace operations including form UN assessed contributions.
The Programme Management Officer – Finance and Budget conducts programme / project development, implementation, monitoring and assessment; reviews relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties, including African Union and United Nations staff; and identifies and initiates follow-up actions.
Provides field support advice including research and programme evaluation and presents information gathered from diverse sources. Assists in the preparation, coordination and monitoring of policy development and field support plans in support of the African Union; provides field support advice and reviews the assessments of issues and trends, preparation of evaluations or research activities and studies.
Prepares various written outputs with respect to the finance and budget aspects of current and proposed African Union peace operations, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
Conducts outreach activities; designs and conducts training workshops, seminars, makes presentations on assigned topics / activities with respect to the support aspects of peace support operations. Participates in the conduct of field missions, including provision of guidance to external consultants, African Union personnel and other parties and drafting mission summaries with respect to the financial support aspects of relevant peace missions.
Represents United Nations and establishes collaboration and partnerships with key officials at all levels inside and outside the African Union, particularly including liaison between the relevant AU peace operations, and Headquarters staff for financial resource support matters.
Ensures the mainstreaming of gender, women peace and security and youth peace and security into all policy documents, guidelines, processes and practices, training and development activities within the AU.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, financial management or related field. A first level university degree with a combination of five additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, financial administration, or related area is required.
Experience and practical knowledge of the requirements of IPSAS and how to implement them is required
Experience in finance and budget management, financial policy development and implementation is desirable.
A minimum of 2 years of experience in a field mission (peacekeeping or political mission) is desirable.
Experience in policy development and facilitation, and coordination of multi-stakeholder planning processes is desirable
Languages
English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is desirable.
