Org. Setting and Reporting

These positions are located in the United Nations Support Office in Somalia (UNSOS) within the Acquisition Management Section and Performance Management Section respectively,and are based in Mogadishu. The incumbents will report to the respective Sections Chiefs or designates.

Responsibilities

Within delegated authority, the Movement Control Officers at NO-C level will be responsible for the following duties:

• Support the management and supervision of activities within the Inbound Deliver Coordination Unit (IDCU) or an Acquisition Management Office within a specific geographic area in the Mission in national/own country.

• Ensure the provision of reliable, cost effective and efficient movement control or freight services for the transportation of passengers and cargo (including dangerous goods requiring special handling) within the area of responsibility.

• Facilitate and coordinate customs formalities for UN cargoes, and prepare, compile and maintain weekly and monthly inbound reports and statistics, and ensure distribution to all concerned parties.

• Coordinate the provision of efficient movement control support for the integrated search and rescue operations for UN transport assets and other transport assets upon request using local language.

• Supervise the preparation of operational plans, performance reports and responses to internal and external audit observations.

• Develop and implement inputs for the standard operating procedures for the Inbound Delivery related processes.

• Ensure that quality control procedures are implemented for all work processes.

• Ensure the accuracy and validity of data recorded in the management information systems.

• Develop in consultation with the Chief of Unit, cost-effective and efficient transport plans, assessing the modalities of different means of transport, examining the costs and benefits of outsourcing transport functions and their feasibility in operational terms using local knowledge.

• Evaluate short-term aviation, sea and surface transport contracts.

• Liaise with UN agencies, government and non-government organizations, intergovernmental agencies and vendors for the provision of transport support, uses knowledge of national institutions, language and culture.

• Develop inputs for budget proposals for the field mission’s freight and inbound delivery operations.

• Coordinate the requisition process with purchasing authorities to ensure that bidding and approval activities meet required timetable.

• Determine technical specifications for movement control, custom and freight services and develops statements of work/requirements.

• Provide responses to UNHQ during the vendor’s evaluation to ensure that vendor’s proposals meet technical requirements.

• Ensure that UN financial regulations and rules are complied with in all activities of the subordinate elements.

• Participate in various field mission administrative bodies such as the Local Committee on Contracts.

• Participate in collaboration with insurance specialists, in resolving problems related to insurance policies for movement control services.

• Act as a Line Manager to Sub-Unit Managers.

• Manage the allocation and rotation of appropriate work assignments.

• Coordinate the individual annual Work Plans for Sub-Unit Managers and produce detailed performance assessments and evaluations for the subordinate staff as required.

• Develop training courses, workshops and other related training activities.

• Develop inputs for and implements the Movement Control Unit Training Plan.

• Perform other related duties as required.

    Education

  • An advanced university degree (Master’s degree or equivalent) preferably in business administration, economics, logistics or transport management is required.
  • A first level university degree with a relevant combination of education, professional training, certification in multi-modal transport operations, and two (2) additional years of work experience in multi-modal transportation related occupation, may be accepted in lieu of an advanced university degree.

    Job – Specific Qualification

  • A valid IATA and/or IMO dangerous goods certificate is required.
  • SCOR-P training attendance in a reputable institution is desirable.
  • Training in the planning, coordination and control of at least two (2) modes of transport is required.

    Work Experience

  • A minimum of five (5) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management or a related field including, preferably, two (2) years of experience in a UN entity and at least one (1) year in a supervisory position directly related to the coordination of complex multi-modal transport operations in the international environment is required.
  • Experience in the use of IATA and/or IMO rules and procedures for the transportation of dangerous goods is required.
  • Experience in quality management is desirable.
  • Experience working with financial regulations and rules in the United Nations or a comparable international organization is desirable.
  • Experience in international operations in a post conflict environment is desirable.
  • Experience in working with SAP and ERP System is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in English (both oral and written) is required.
