Context:

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs, and common transport services.

Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund.

Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

IOM South Sudan’s humanitarian response and resilience work includes emergency infrastructure, CCCM, Water, Sanitation and Hygiene (WASH), Shelter & NFI, health, protection, gender equality and inclusion, and the provision of mental health and psychosocial support services.

Under the peacebuilding, transition and development cluster, IOM South Sudan implements programming on climate change adaptation including water management, community development, housing, land and property issues, conflict prevention, community-based violence reduction and migration management support including the prevention of human trafficking.

In all areas, IOM South Sudan’s work is supported and informed by its conflict analysis team operating from Juba and key field locations.

IOM South Sudan is an active member of the UN Country Team and Humanitarian Country Team. As the cluster coordinator for CCCM (co-lead with UNHCR) and the Shelter & NFI Cluster, IOM South Sudan is also a member of the Inter-Cluster Coordination Group (ICCG), the key coordination platform for humanitarian response.

Within the RC-HC lead Partnership for Peacebuilding and Resilience Platform IOM co-leads the nexus working groups on climate change adaptation (with the UK) and durable solutions for internal displacement (with UNDP).

Under the overall guidance of the Head of Humanitarian Assistance and Operations and the direct supervision of the Programme Coordinator (CCCM)) and in close coordination with the relevant IOM thematic units and in particular the Project Support Unit, the Project Officer (Durable Solutions) will provide support in all aspects of the IOM work around durable solutions for the internally displaced persons (IDPs) including, but not limited to participation in UN coordination mechanisms; project implementation; project development and donor liaison and relationships.

The Project Officer (Durable Solutions) will also support IOM’s ongoing efforts in operationalising the triple nexus (Humanitarian, Peacebuilding and Development) approach in South Sudan in the context of durable solutions for IDPs.

Core Functions / Responsibilities:

  • Support the implementation of IOM South Sudan’s projects on durable solutions for IDPs including carrying out of project activities; monitoring of progress of implementation against project objectives; and identifying operational constraints and risks and recommending mitigation measures and corrective actions where required.
  • Provide technical support for the development of IOM South Sudan’s strategy on durable solutions for IDPs and the triple nexus approach; contribute to building a strong durable solutions team.
  • Provide technical inputs and information to support the development of area-based durable solutions roadmaps, based upon the triple nexus approach, in close coordination with the Chief of Mission and relevant Heads of Sub-Office and Program Managers in different thematic areas, including the organisation of and participation in stakeholders’ meetings, carrying out background research and drafting relevant documents.
  • Maintain a relevant network of stakeholders in the thematic area of durable solutions; in close coordination with the Project Support Unit, provide technical and logistical support to the donor and stakeholder liaison efforts, including the organisation and support of donor field visits, in relation to IOM’s work on durable solutions for IDPs and the triple nexus approach.
  • Participate in UN coordination mechanisms around durable solutions for IDPs, including, but not limited to, the Partnership for Peace, Recovery and Resilience on durable solutions for internal displacement (which IOM co-leads together with UNDP).
  • Draft project concept notes and project proposals on durable solutions for IDPs that are based on solid context analysis, gaps and needs assessments, lessons learned, and contribute to the development of the overall strategy and approaches of IOM South Sudan in this regard.
  • Draft and/or coordinate the preparation of timely analytical reports including donor progress reports, evaluation reports, good practices, publications, and a variety of information products or proposals for internal and external use in relation to IOM’s programming around durable solutions for IDPs.
  • Provide technical, administrative and logistical support with internal coordination, facilitating the timely, proactive and meaningful engagement of different sector specialists in project design, implementation and reporting, at national and state level.
  • Work closely with IOM conflict analysis team and Displacement Tracking Matrix (DTM) to facilitate evidence-based and conflict sensitive interventions respecting do no harm principle.
  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s Degree from an accredited academic institution preferably in Law, Development Studies, Anthropology, Conflict and Peace Studies, Political Science or Business Administration with two years relevant experience; or
  • University Degree in the above fields with four years of relevant professional experience

    Experience

  • Experience developing, implementing, monitoring and/or supporting durable solutions projects and programs in complex post-conflict and/or transitional settings;
  • Experience in project coordination with several stakeholders in politically complex and operationally challenging environments;
  • Experience in, and knowledge of, the application of the triple nexus approach in the context of durable solutions programming; and
  • Good experience in multi-stakeholder liaison, engagement and collaboration, including UN, NGO, civil society, Government institutions, local authorities and affected communities.

    Languages

  • IOM’s official languages are English, French, and Spanish.
  • For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
