Context:
IOM in South Sudan has a broad range of programming centered around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition and development.
Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services.
Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund.
Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.
As part of its community development portfolio, IOM is implementing a World Bank- funded project (Enhancing Community Resilience Project – ECRP), part of the project is related to enhancing disaster risk management in South Sudan, in 5 of the most affected counties by the climate change and floods.
Under the overall leadership of the Chief of Mission, and the overall supervision of the Head of Operations, the direct supervision of the Enhancing Community Resilience Project (ECRP) Senior Programme Coordinator, the technical supervision of the WASH Programme Coordinator, and in close collaboration with the ECRP Coordination and Advisory Team, the successful candidate will provide overall programmatic and management support to the disaster risk management component of the Enhancing Community Resilience Project (ECRP).
Core Functions / Responsibilities:
Support the Enhancing Community Resilience Project (ECRP) senior programme coordinator in the implementation of the various operational aspects of the Disaster Risk Management (DRM) activities, including the preparation of the work plans, to ensure compliance with the logical frameworks, results matrices, and other project-related components, in coordination with the relevant team members.
Support the senior programme coordinator in establishing and maintaining strong and close Disaster Risk Management (DRM) coordination mechanism with the stakeholders, mainly the Project Management Unit (PMU), World Bank and other governmental departments related to the Enhancing Community Resilience Project (ECRP).
Attend coordination meetings with the PMU and the World Bank, and other stakeholders, and represent IOM when needed in coordination meetings.
Supervise and provide guidance to Disaster Risk Management (DRM) programme staff, ensuring effective teamwork, performance management, and professional development. Foster a collaborative and inclusive working environment that values diversity, gender equality, and respect for all team members.
Support the Enhancing Community Resilience Project (ECRP) Programme Coordinator in the financial management of Disaster Risk Management (DRM) activities to guarantee alignment with internal and donor requirements. Ensuring that the budget lines are respected and monitor burn rates for the effective use of the funds.
Monitor the implementation of all projects, remotely and through regular visits to the areas of operation, ensuring that the Disaster Risk Management (DRM) team are properly utilizing the resources made available in order to effectively provide services to the beneficiaries.
In close coordination with the direct and functional supervisors, and the EnhancingCommunity Resilience Project (ECRP) Coordination and Advisory Team, apply best practices, environmental standards, climate change resilience principles, and sector-specific guidelines, for the optimal implementation of Disaster Risk Management (DRM) activities.
In close coordination with the direct and functional supervisors, develop and deploy an integrated approach to climate change and Disaster Risk Reduction (DRR) in programme strategies and interventions. This approach may include promoting early warning systems, community-based disaster preparedness and response mechanisms, capacity building in disaster risk reduction, and implementing measures to enhance the resilience of affected communities. Emphasize the engagement of affected populations, local authorities, and other stakeholders in the design and implementation of Disaster Risk Reduction (DRR) strategies to ensure ownership and sustainability.
Ensure participatory and community-centered approach in programme design and implementation, addressing the complex dynamics of climate change-induced displacement and migration.
Ensure that gender equality, social inclusion, and the protection of vulnerable groups are mainstreamed in all aspects of programme design and implementation. Address the specific needs and vulnerabilities of women, children, elderly persons, persons with disabilities, and marginalized communities in disaster risk reduction and climate change resilience-building interventions.
Identify capacity-building needs within the Disaster Risk Management (DRM) team and develop tailored capacity-building plans. Provide training, coaching, and mentoring to enhance the technical and managerial competencies of staff within migration, environment, and climate change programming, emphasizing the unique challenges faced by displaced and migrating populations affected by climate change.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
Master’s degree in Environmental Studies, Climate Change, Development Studies, or a related field from an accredited academic institution with minimum five years of relevant professional experience; or
University degree in the above fields with seven years of relevant professional experience.
Experience
Proven experience of Disaster Risk Management (DRM) principles in humanitarian and development settings;
Experience in working on community-led infrastructure management, governance, and sustainability;
Experience of working in South Sudan or similar protracted climate-affected countries would be highly desirable;
Proven experience in program management, including project design, implementation, monitoring, and evaluation;
Proven experience in programme management, including strategic planning, project design, implementation, monitoring, and evaluation. Familiarity with results-based management and quality assurance processes;
Demonstrated experience in partnership building, resource mobilization, and donor relations within the environmental and climate change sectors. Proven ability to develop and present high-quality project proposals and secure funding from diverse donors; and,
Experience managing and mentoring teams and in promoting achievement of project objectives.
Skills
Strong knowledge of Disaster Risk Management (DRM), and the environment and climate change nexus in humanitarian and development settings; including environmental degradation, climate change impacts, and their effects on human mobility and livelihoods;
Ability to meet deadlines and deliver under pressure;
Ability to produce thorough high-quality work within a tight timeframe;
Demonstrated capacity strengthening skills and on-the-job training;
Computer literacy in Microsoft Office Suite (MS Word, Excel, and PowerPoint); and,
Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic is desired.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
