Background:
The “State Accountability, Transparency and Effectiveness” (“State2State”) Activity, spanning from 2020 to 2025, aims to enhance the accountability, transparency, and effectiveness of selected state and local governments (LGAs) in Nigeria.
This endeavor centers on strengthening governance systems, with a focus on public financial management (PFM), procurement, monitoring, and evaluation, related to key service sectors including basic education, primary health care, and water, sanitation, and hygiene (WASH).
It also seeks to increase government responsiveness to citizen needs, prioritize government tasks, and bolster the capacity of both government and civil society to manage conflicts. State2State intends to achieve its goals by facilitating the sustainable enhancement of subnational governance systems, supporting local reformers, and leveraging locally derived solutions, including successful reforms from other regions of Nigeria.
In Kebbi State, the aim of State2State’s engagement is to enhance budgetary allocation and expenditure on health, foster collaboration between Central Budget MDAs, the Ministry, departments, and agencies of Health, and improve the quality and functionality of internal control systems to minimize opportunities for fraud, waste, and abuse of public health funds.
The Kebbi program will also benefit from the broader PFM initiatives of the Activity through the exchange of lessons learned and templates for improvements in internally generated revenue, public procurement, monitoring, and evaluation, and more.
Position Objectives:
The Program Manager plays a pivotal role in technical and management aspects, providing day-to-day leadership and management for State2State’s activities in Kebbi State. This individual will establish strong relationships with government and relevant counterparts to ensure the successful advancement of State2State initiatives. The Program Manager will oversee a small state-based team and interventions, ensuring the highest-quality implementation.
Responsibilities will encompass support for technical activities, including assisting partners in developing and executing budget transparency plans. The Program Manager will also facilitate regular meetings with the private sector, civil society, and government counterparts within central budget agencies and health sector MDAs.
Additionally, this role involves reviewing state-level performance against work plans, identifying performance gaps, adjusting programming approaches, and coordinating input and support from the Main Office, as necessary. Close coordination with cross-cutting State2State teams, such as Capacity Building, Conflict Mitigation, Monitoring, Evaluation, and Learning (MEL), and Gender Equality and Social Inclusion (GESI), will be essential.
Responsibilities:
The State Program Manager serves as the primary point of contact in the state for technical and operational matters, acting as the key facilitator for interventions and
cultivating positive relationships with key stakeholders. This role will oversee a state-based team responsible for managing outreach, supporting interventions, and overseeing the development and monitoring of interventions.
The Program Manager will drive state work plans and interventions, ensuring their timely and appropriate execution, and provide task oversight to ensure high-quality implementation within the state.
Reporting:
The State Program Manager will report to the Deputy Chief of Party.
Line Management:
The State Program Manager will directly supervise the Kebbi state-based team, including the Health Financing Specialist, Monitoring, Evaluation, and Learning (MEL) Specialist, and Administrative Officer, as well as any additional staff or consultants as needed.
