Private Sector Foundation Uganda Results (MEL) Coordinator Jobs in Uganda
Job Purpose
The Private Sector Foundation Uganda (PSFU) is the apex business membership organization in the country. It has established a Program-Project Management and Delivery Unit (PPMDU) that will have oversight over the full project cycle from
project conceptualization, design, implementation, monitoring and closure.
The Results Coordinator: (i) is responsible for establishing and implementing systems to
promote evidence based decision-making, program-project performance and internal management; (ii) will contribute to quality programming through supporting access to timely information on scale, relevance and effectiveness; (iii) develop a program-project strategic monitoring, evaluation and learning (MEL) approach for the PPMDU and oversee the management, coordination and implementation and achievement of all MEL activities; and (iv) provide necessary technical expertise, with operational leadership, to ensure that programmatic objectives are met.
Duties and responsibilities
Provide technical support in the development of an organization wide results framework and log-frame.
Provide technical support to program-project design and proposal discussions, including theory of change development, log frame design and budgeting for MEL throughout the program-project life cycle.
Provide program-project specialist support to the development and implementation of MEL systems, including MEL SOPs, guidance and tools.
Provide support to program-project staff in planning for and executing MEL, including, data collection methodology and tools and data management, analysis and use.
Support the implementation, dissemination and use of evaluations, assessments and monitoring data in program-project development, adjustment or review.
Contribute to organizational learning through supporting specific analysis, lessons learned and reports.
Periodically review the program-project centralized internal policies, practices, and procedures to ensure relevance with PSFU’s Business strategy.
Contribute to the design of MEL staffing structure and resourcing, including collaboration with program-project staff to identify and plan for MEL needs.
Provide program-project technical support in identifying, planning for and executing MEL activities, including developing costed MEL concept notes, designing data collection tools, data collection using digital gathering systems and tools, data management, analysis and use.
Contribute to project and program planning, kick-offs, and review meetings, including preparing and sharing monitoring data on progress and challenges.
Develop and communicate a program-project centralized MEL plan, establish, communicate, and implement long-term goals for the PPMDU to promote effectiveness and efficiency.
Develop and implement program-project centralized MEL-related training programs for the project teams and downstream implementing partners.
Support programs-project teams respond to internal and external impact evaluations audit develop and implement a system of managing risks in the MEL process and develop risk mitigation measures.
Prepare regular program-project consolidated reports, which explain progress against targets and key performance indicators.
Other responsibilities
Any other duties assigned by the supervisor.
Certifications/Education Requirements
Bachelor’s degree in a relevant discipline including statistics and economics.
A Post Graduate Diploma in M&E is an added advantage.
Professional Experience
At least ten years of hands-on MEL experience in donor funded programproject in a similar and reputable organization
Results-oriented, metrics-driven leader with expertise in MEL
Demonstrated experience in the program-project lifecycle management.
Thorough experience and knowledge of principles and current approaches to monitoring and evaluation using both quantitative and qualitative methods.
Understanding of data and information needs for program management and decision making.
Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies.
Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
High level English language proficiency (speaking, reading, writing).
Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
Experience using SPSS, STATA, Epi Info and other relevant programs.
