The Inspectorate of Government Senior Accountant Jobs in Uganda
Role:
To manage and implement adequate systems of internal control that safeguard IG financial resources and assets and ensure efficient utilization of financial resources, staff and production of quality financial reports.
Key Result Areas:
Ensure that IG’s Financial Resources are managed according to best practice and in compliance with the Public Financial Management Act and Generally Accepted Accounting Principles.
Develop and monitor the implementation of a financial risk assessment framework that identifies areas of risk exposure and therefore addresses them.
Prepare Financial Statements and management information, highlighting any concerns to support informed decision-making.
4. Supervise the Management Accountant and the Financial Accountant and ensure delivery of excellent and standard client-tailored financial management services.
Duties:
The Senior Accountant will be responsible to the Manager Finance and Accounts in performing the following:-
Review payrolls; Advise on deductions as well as train staff to understand the financial policies and deductions; Liaise with Ministry of Finance and BoU contact persons to ensure that all payments are made on time.
In liaison with the office of the Accountant General, identify system errors and pass appropriate error collection Journal vouchers on IFMS.
Scrutinize all payments to ensure that they are accurate, have adequate supporting documents, are approved, and are within budget before payments are made.
Work with the internal audit team in preparing a risk implementation plan and consistently monitor it to ensure compliance.
Work with external auditors by providing all requested audit information and responses to queries raised.
Prepare financial and management reports, and finance records management to ensure consistent reporting systems and procedures to stakeholders.
Generate financial information for submission to stakeholders and relevant funders where required.
Lead the regular cash and bank reconciliations; Identify and resolve unusual account balances.
Person Specifications:
Minimum Qualifications, Competences and Experience:
Education Qualifications:
An Honors Bachelors’ Degree in any of the following fields:
Commerce or Business Administration (Accounting option)
Finance and Accounting
OR any other related field of study with a bias in Accounting.
Full Professional qualifications in Accountancy such as ACCA or CPA and Membership of a recognized Accounting body.
A Postgraduate Diploma in any of the above fields will be an added advantage.
Proficiency in MS Office packages as well as computerized Financial Management Systems.
Job related experience and knowledge:
Three (3) years of practical work experience in financial management or auditing with proven experience in the Government of Uganda Financial systems or in a reputable organization.
Proven report writing, supervisory, and team leadership skills.
Proven experience in developing and implementing financial controls and processes.
Experience in supervising teams in a lower-level management position.
Excellent quantitative and analytical skills.
